A Basic Study for Securing the Business Continuity of Local Governments in the Event of Earthquake and Tsunami

지진 및 지진해일 발생 시 지방자치단체의 업무연속성 확보를 위한 기초 연구.

In this study, the theoretical review was carried out on the concepts regarding the continuity of operation plan and business continuity management plan, international standard ISO22301 and common required functions for disaster response, and the business continuity guideline of local governments in Japan and establishment cases were analyzed to draw matters to be reflected for establishing the business continuity plan of local governments according to the occurrence of earthquake and tsunami. In conclusion, the standard guideline of central government should be prepared for establishing the business continuity plan of local governments and the foundation to establish the plan smoothly based on such guideline should be provided. Also, the business continuity plan should be prepared based on the previous established safety management plans by reflecting the regional characteristics of local governments. And, in order to establish the business continuity plan that fits the region, proper investigations can be carried out to examine the characteristics of each organizations, resources, facilities and environments. Lastly, detailed scenario on the scale of earthquake and tsunami occurrence and damages is prepared to establish the business continuity plan of local governments and conditions for prompt countermeasures according to the scale.

본 연구는 운영연속성 계획과 업무연속성관리 계획에 대한 개념과 국제 표준 ISO22301 및 재난대응 공통필수기능에 대해 이론적 검토를 실시하였으며 일본 지방자치단체 업무연속성 지침서 및 구축사례를 분석하여 지진 및 지진해일 발생에 따른 지방자치단체 업무연속성 계획 수립을 위한 반영사항을 도출하였다. 결과적으로는 지방자치단체 업무연속성 계획 수립을 위하여 중앙정부차원의 표준지침이 마련되어야 하고 이를 바탕으로 원활하게 구축할 수 있는 토대를 갖추어야 한다. 또한 기존에 수립된 안전관리계획을 바탕으로 업무연속성 계획을 수립하여 지방자치단체의 지역적 특성을 반영하여 작성되어야 한다. 그리고 그 지역에 맞는 업무연속성 계획을 수립하기 위해 충분한 조사를 실시하여 각각의 조직, 물자 및 시설, 환경적 특성을 알아볼 수 있다. 마지막으로 지방자치단체 업무연속성 계획을 수립하기 위해 지진 및 지진해일 발생 규모, 피해에 대하여 세부적인 시나리오를 작성하여 규모에 따른 신속한 대응을 할 수 있도록 여건을 조성한다.

PERFORMANCE MARINE CRAFT

The Trinado was a design collaboration between Russell Brown and myself. It was designed for Donald Young and built by Russell in Port Townsend, Washington. The original concept was for a small trimaran which would use Tornado hulls as its floats. The Tornado floats ended up being a little shorter on righting moment than ideal, and Donald had Nigel Irens design a new set of floats which Russell built. It is an ideal daysailor for 1-3 persons and a great camp cruiser for 2. It has kick up daggerboard and rudders for safety and convenience.

Construction Details The Trinado is an interesting mix of lightweight wood/epoxy construction and composites. The main hull below the chine and the house are strip planked red cedar with e-glass/epoxy skins. The sides and foredeck of the main hull are Okoume ply. The floats are thin carbon skins on a foam core. The mast, boom, and cross arms are pre-preg carbon/epoxy. The bright finished wooden interior of the main hull gives it a warm feeling that makes it a pleasure to spend time in.

Privacy Policy Requirements

Important Note: If there is no privacy policy present, or if the privacy policy is non-compliant at the time of your 10DLC registration submission, it could result in significant delays to your approval process.

Per CTIA guidelines ( section 5.2.1 ), all message senders are to maintain a privacy policy that is clearly displayed and easily accessible by the consumer . If your opt-in consent method is a web form, you will also need to ensure your privacy policy is clearly linked on your web form as listed in the ‘Web Form Opt-ins’ section above.

Privacy policies should state that consumer information is not being sold to or shared with third-parties without consent , except when legally required to do so. If a privacy policy is non-compliant, it is generally due to the sharing of consumer information with third-parties for marketing purposes.

Regardless of which method you choose to obtain opt-in consent, there are certain guidelines that must be followed in order to remain compliant with the CTIA regulations. Here are some key points to keep in mind when gathering opt-in consent:

• Maintain a privacy policy that is clearly and easily accessible by consumers
• Clearly state the purpose of collecting mobile numbers and obtaining opt-in consent
• Ensure that opt-in consent is voluntary and conspicuous

Remember, transparency is key when it comes to gathering opt-in consent. Make sure to clearly communicate with your customers about what they are consenting to, how you’ll use their personal information, and how they can opt out of receiving texts from your business.
