How To Get Your ICC Certification (in 8 Countries)

Understanding how to get the International Certificate of Competence can be complex. Different countries issue them differently. In this article, I'll list the exact process for 8 different countries.

How to get your ICC certification? In most countries you can simply apply for an ICC if you have the correct national boating licenses. However, some countries, like the US, can't issue the ICC. Luckily, there are alternatives available, like the SLC or IPC.

For each country, the process is somewhat different, and the licenses required are named differently. So I've compiled a list with all the different national licenses you can use to get yourself an ICC or an alternative international license.

The ICC is the International Certificate of Competence for Operator of Pleasure Craft . You'll want to get this if you're planning on sailing international or coastal waters or chartering boats in Europe, for example.

The ICC is an internationally accepted sailing license. Most countries accept the ICC. There are some exceptions, but in practice, even in these countries, most charter companies will accept the ICC as sufficient proof of sailing experience.

In most countries, you can get an ICC by getting the right national boating licenses. After that, you can simply apply for an ICC with the right authorities. OR you automatically get the ICC, if it's integrated with the national license.

For example, in The Netherlands, you simply obtain Boat License I + II. The ICC is integrated with the national licenses.

The Required Licenses for 8 Different Countries

Here's a comprehensive table of the different ways to get an international sailing license in different countries:

I'll discuss each country in detail below.

The U.S. hasn't signed UN Resolution 40 (UNR40), which means they can't issue ICC's.

This makes it difficult for U.S. citizens to get an ICC. In theory, you could get an RYA Day Skipper course and apply for an ICC with the RYA. They have certified U.S. partners. However, it's only in three locations, so not always a practical option.

Luckily, there are some other options.

International Proficiency Certificate (IPC)

Your first alternative is to get an International Proficiency Certificate (IPC) instead.

The IPC is issued by ASA (American Sailing Association). You can apply for one here .

To apply for one, you must be a certified ASA sailor with at least ASA 101, ASA 103 and ASA 104 certifications.

Sailing License and Credentials (SLC)

NauticEd's International Sailing License and Credentials (SLC) is another good option. The SLC is a valid international sailing license. It's probably the easiest and least expensive option for US residents.

It's a great alternative if you already have a lot of practical experience. You do need to do a one-day practical assessment (takes about 6 hours), and have a national (state) boating license.

The cool thing about this license is most of your training is online. You simply take NauticEd's Bareboat Charter Master Course . This bundle of courses will take about 40 hours in total, and goes over all the nitty-gritty of sailing theory. So you'll be sure to be up to date.

Get Your State Boating License First

Regardless of the course you end up taking, you should probably first get your state boaters license. This is cheap and easy: in most states, you can learn and take the exam online. In the United Kingdom, the RYA issues the ICC. You can apply for the ICC if you have an RYA Day Skipper certification .

If you don't, you could also take a special ICC Assessment at an ICC test center.

Canada can issue ICC's. If you want to be able to apply for one, you'll need to have finished the RYA Day Skipper Theory & Practical course.

If you already have sufficient practical skill and theoretical knowledge (similar to RYA or higher), you could also take a one-day ICC assessment. These typically take about 6 hours and cost about $600.

This is the cheapest way IF you already have the experience that's required.

Australia can't issue ICC licenses, but they are partners with RYA. This means Australians can obtain the ICC by successfully completing the RYA Day Skipper Practical & Theory course. After that, you may apply for an ICC through the RYA.

If you already have sufficient practical skill and theoretical knowledge (level RYA Day Skipper or higher), you could also take a one-day ICC assessment. These typically take about 6 hours and cost about $600.

France issues their own ICC licenses. To apply for an ICC there, you first need the national boating license.

LE PERMIS PLAISANCE - extension Grande plaisance fluviale

This extension translates to Pleasure Craft Great Rivers. It will get you the ICC Coastal waters permit.

Ireland issues their own ICC licenses. You'll have to complete a special training course for Boating Abroad at the Irish Sailing Assocation.

Switzerland issues their own ICC licenses. You will get the ICC card after obtaining the national boating license.

The national license you'll need is called:

Hochseeausweis (Swiss Certificate of Competence for Ocean Yachting)

It's issued by the Cruising Club der Schweiz (CCS) in Bern.

To get this permit, you'll need to prove 1000 miles of sailing experience and pass a theory exam. Please note, inland miles are excluded; you have to prove 1000 miles of sea experience.

Alternatives to getting an ICC are:

  • Sportbootfüherschein See (SBF Germany)

The Netherlands issues ICC. Here, the ICC is integrated with the two national boating licenses (I and II). In order to sail coastal waters, you'll need both. After obtaining both licenses, you automatically receive your ICC.

What is the ICC?

International Certificate of Competence

The ICC, despite being called a certificate, it is in fact a license and is defined by United Nations Resolution 40 of which 22 member states in Europe have adopted the resolution. Additionally, many countries that are not signatories to the resolution still require the ICC or SLC via local marine laws. In some countries, other licenses are accepted but the user runs the risk of it being not recognized by the port authority.

Why do you need an ICC (or a license)?

By its very nature, sailing is an international recreation. When sailing, you will invariably interact with shipping lanes and internationally bound ships operating under international laws of the ocean as well as lighthouses, lights, buoys etc. One such set of laws is the International Rules of Preventing Collision at Sea. Another is the international agreements on lights and buoys known as IALA-A and IALA-B. As a recreational sailor, YOU MUST adhere to these laws whether educated about them or not. In considering this and remarkably so, enough countries got together and developed a minimum standard of education a sailor must meet to be able to sail in their waters. This standard was then adopted by the United Nations so that the standard would extend internationally. Wow, what a great idea, and huge kudos to the founding diplomats and promoters of this standard. The SLC is modeled on the American National Standards officially accepted by ANSI (Amerian National Standards Institute) which is a member of ISO (International Standards Organization)  thus its acceptance worldwide. NauticEd, however, added into the SLC standard the required international knowledge such as IALA-A, Cardinal Marks for navigation, plus a lot of knowledge on dealing with Mediterranean ports and mooring techniques.

What is the requirement for the International Certificate of Competence (ICC)?

The requirement is a demonstration of competence in all areas of sailing from the rules of preventing collision, navigation techniques, safety of lives at sea, understanding lights and buoys, meteorology, tides and currents, good seamanship etc. You must be able to demonstrate theory knowledge and practical competence.

How do I get an International Certificate of Competence (ICC)?

This can best be achieved in one of two ways but only through an approved ICC issuing training center: (1) A one-day assessment. This is an intensive one-day on-the-water assessment. There is no instruction. The assessor will merely ask theory questions and require practical demonstration in all the areas of requirements above. If you can’t quickly and effortlessly demonstrate how to calculate, plot, and follow a series of courses, determine tidal heights and current flows, answer questions about day markers, cardinal buoys, lights etc etc. – then more than likely you will fail the assessment.

You must know all the theory. Therefore, you should complete the NauticEd RYA Day Skipper course .

(2) Complete the RYA Day Skipper Certification. This is a five-day on the water training combined with extensive theory training. To do the theory training, complete the  NauticEd RYA Day Skipper course online prior to your practical training. At the end of the 5 days and given that you have demonstrated growing competence, you will more than likely be awarded the RYA Day Skipper Certificate which automatically qualifies you for the International Certificate of Competence (ICC).

If you don’t do the Day Skipper Course theory onshore prior to the practical, you will not be able to demonstrate the competence required. For example, during the 5 days on the boat you will be expected to already understand the theory of navigation. On board, you will learn how to apply the theory already known to the practical situation. Simply stated, if the theory takes 40 hours to go through at home, how could you go through this on board while also trying to learn the practical?

Who are approved ICC-issuing training centers and where are they?

Signatory countries to Resolution 40 appoint their sailing governing bodies to issue the ICC to their citizens.

But what about non-signatory countries like the USA, Canada, Australia and New Zealand?

The Royal Yachting Association (RYA) through the government of England is the largest governing body appointed to issue the United Nations ICC. Approved training centers of the RYA worldwide are assessing and training centers able to issue the ICC to English and non-English citizens.  Americans, Canadians, Aussies, and Kiwis then are able to gain the ICC through an approved RYA training center. Strange as it may sound to you but no American sailing association of any type or name or school can issue the ICC.

Why is this? Well simply stated, the United States and Canada did not sign Resolution 40 and thus are not able to appoint any governing body to issue the ICC. This means that there is no certifying body resident in the USA or Canada who can issue the ICC. Other certifying private companies have tried to fake it by making up an international certificate. These are not recognized by the United Nations and are not government-approved or issued and the level of tested competence is not to the standard of the ICC in any case. If there was an accident on your boat and you did not have the right Government Approved Sailing License you can be held personally responsible as the captain of the vessel regardless of the Charter Company who leased it to you.

So how does NauticEd fit into the ICC equation?

NauticEd through its approved RYA Day Skipper course provides the proper level of theory instruction as required by the standard to pass the theory knowledge portion of the ICC. NauticEd directs its North American students seeking the ICC to RYA practical training schools. Yachting Education in Florida is one such USA-based school – unfortunately, there are not a lot of other schools in North America ( Topmast.ca in Toronto and Discoverysailing.com in Halifax). For other countries, after taking and passing the NauticEd theory, NauticEd directs its students to visit an RYA training school in their area to do the practical. As above, you have the choice of 1-day assessment or 5-day training.

So what about ICC in the Caribbean and Pacific, etc.?

As of now, there is no government-approved certificate required by any country in the Caribbean and equatorial Pacific Islands. NauticEd recommends proper structured education in any circumstance. Our Bareboat Charter Master Certificate is sufficient proof to yacht charter companies of knowledge and experience. The Bareboat Charter Master Certificate is not the easiest to obtain. It requires at least 50 hours of home-based theory study with extensive exams plus it requires 50 days of logged sailing experience on the water – 25 at least of which must be as master of the vessel and 25 at least of which must be on a vessel 28 ft or greater. Other companies will issue a Bareboat Certificate after a weekend on a boat training – but we just say “Come on everyone – really? One weekend? With the potential of all the what-if scenarios at sea one weekend or even two is asking for trouble and is irresponsible” . Fortunately, Yacht Charter Companies require a practical resume even if a student shows up with one of these weekend or two certificates. If the experience is weak then the yacht charter company will not accept the charter reservation despite the “certificate” and will require a captain on board for the duration. Some students have asked us the obvious – if I can get a bareboat charter certificate easier through another company why would I not do that. Our answer is twofold (1) Yacht charter companies go off a resume, not the certificate. What’s the best ICC alternative?

The SLC is equally accepted worldwide as the ICC – so there is no advantage or disadvantage of either the ICC or SLC. Given all the time constraints and directional pulls in our lives, there are few things left for us to be able to achieve on a personal basis. What about achieving for yourself an ICC (International Certificate of Competence) or the SLC (Sailing License and Credentials). It means that you will be approved to sail anywhere in the world. Let’s hang that on the wall in your office. Maybe even your boss might recognize it. But it’s going to take some work and sweat investment.

To apply for an ICC you must be:

  • age 16 or over
  • physically and mentally fit to operate a pleasure craft

Completing the online application for an ICC

If you are applying for your first ICC issued by the RYA or requesting a replacement for a lost ICC you will need:

  • A digital copy (photograph or scan) of your passport or a national ID card showing your nationality If you do not have a passport or a national ID card showing your nationality you can only apply to the RYA for an ICC using the paper application form.
  • A digital copy of a document which confirms your habitual residential address as detailed in ICC-2 Notes: Evidencing identity and eligibility . Collectively these documents must verify your identity (name, address, date of birth, photograph) and your nationality.
  • Evidence of your competence for each of the categories you request are validated on your ICC
  • A photograph in portrait orientation Note: you can only upload pdf or jpg files of less than 5MB.

If you are renewing or updating the details on your ICC you will need:

  • Your current / expiring ICC
  • Documents which verify any changes to the information printed on your current / expiring ICC, as detailed in ICC-2 Notes: Evidencing identity and eligibility .
  • Evidence of your competence for any additional categories you would like to be validated on your new ICC.
  • A photograph in portrait orientation Note: you can only upload pdf or jpg files of less than 5MB.

If your application is successful your ICC will be sent by post to your residential address. Sending the ICC to the address printed on the certificate is part of the RYA’s verification process for the issue of the certificate. The ICC will not be posted to any address other than the one printed on the certificate.

If you are an experienced boater but you don’t have evidence of competence you will need to take an ICC assessment . 

MyRYA account required

You must create or login to your own MyRYA account to apply for an ICC online. The MyRYA account must be specific to the applicant. You cannot use your MyRYA account to apply for an ICC for anyone else including a family member. 

You must log in to your personal MyRYA account to apply or renew an ICC.

Your application may be rejected by the RYA if it is submitted on an out of date form or on the basis of out of date information.

International Certificate of Competency (ICC)

If you hold an RYA qualification (such as  RYA Day Skipper practical or above), a simple application can be made through RYA.

If you do not hold such a qualification but are a yachtsman of significant experience, you can undertake an assessment to obtain the certificate. The assessment involves both theory and practical boat handling, and will take between 2 to 4 hours to complete.

The ICC will allow you to charter sailing yachts up to 24 metres in length and power vessels up to 10 metres.

To charter a vessel and operate on European inland waters, a CEVNI (Code Europeen des Voies de Navigation Interieure) endorsment is needed on your ICC certificate. This assessment can de done at the same time as your ICC test.

The ICC is issued from the United Kingdom. A time of approximately 6 weeks from application to receipt should be allowed. The certificate will be valid for 5 years. It should be noted that to be eligible there are various requirements.

ICC Assessment Day

The International Certificate of Competence (ICC) is a test of competence that provides the student with an internationally recognised qualification. Previous sailing experience is required.

Some countries accept RYA qualifications, while others require you to have an ICC. The ICC is essential and recommended if you want to sail Croatia, Greece, Italy, Portugal, Spain and Turkey, for example. However, obtaining your ICC doesn’t mean you don’t have to do any homework before you head off for your sailing destination. You can’t rely on the ICC as internationally accepted evidence of competence, as it hasn’t been accepted by all countries. You still need to research which documents you need to prove your competence in the country you want to sail in.

The ICC assessment is a mix of theoretical and practical elements. Before you join us; you should be familiar with collision regulations, safety on board, basic chart work and pilotage. We recommend that you take the online RYA Essential Navigation course , prior to attending an ICC assessment. This will give you a basic introduction to chart work. This is a fun and interactive 6-8 hours course that you take online. 

There are 3 ways to gain your ICC:

  • Convert your existing RYA Day Skipper, RYA Coastal Skipper or RYA Yachtmaster qualification into an ICC. If you already hold your RYA Day Skipper, or higher, qualification you can apply direct to the RYA. The RYA is authorised to issue the ICC on behalf of the UK Maritime and Coastguard Agency. There may be a fee for this, although this service should be free to RYA members. 
  • Take an ICC assessment with Prometheus Sailing. We stage regular ICC assessment days throughout the year and, as the UK partner of Sunsail Worldwide Sailing, we are very experienced in delivering these courses for those wishing to charter overseas.  
  • Take your RYA Day Skipper with us and then use this qualification to apply for your ICC if you need it.

ICC - International Certificate of Competence (Sail)

Product code:, skipper license uk - the icc is the most widely recognised certificate of competence, for those planning to sail or cruise outside of the uk. this qualification is required by most charter companies within europe and the mediterranean..

The ICC assessment will enable you to complete your International Boat License UK. The course and assessment is run over  a 2 day weekend, with a maximum of 5 students onboard. This assessment is suitable for competent sailors with previous yacht skippering experience. For those who's sailing is limited, or who have no previous skippering experience, we would recommend taking the Day Skipper practical course instead.

 The assessment is a mix of theoretical and practical elements. Before you join us; you should be familiar with basic collision regulations, safety onboard, weather forecasting, basic chart work and pilotage. The practical side of the assessment covers manoeuvres under power, man overboard situations, picking up a mooring buoy and sailing a triangular course.

If your navigation is a little rusty, we would recommend that you take the RYA Day Skipper shore based course prior to attending an ICC weekend. This will give you the necessary chart work  and planning skills.

For holders of the RYA Day Skipper practical course completion certificate, the Coastal Skipper practical course completion certificate, or the RYA/ MCA Yachtmaster Coastal/ Yachtmaster Offshore certificate of competence - no further assessment is required. These certificates are of a higher level to the ICC.

If you hold any of the certificates listed above, you can apply directly to the RYA for an ICC, by submitting a copy of the ICC application form along with a copy of your certificate. This is free for RYA members and £55 for non members.

Please be aware that the RYA process a huge number of International Boat Licence applications and during busy periods, the turn around time for certificates may be  5 or 6   weeks. A fastrack service is available, with a  5  w orking day turnaround. 

If you are intending to take a boat through the European Inland Waterways system, i.e. canals, rivers, lakes etc. applicants must have passed a test called the CEVNI (European Inland Waterways Regulations). 

Teaching ratio on board  5:1

Not included in the course fee:  Although accommodation is provided onboard, the mooring fees are split between the students. Wet weather jackets & salopettes are available to hire for £7.50 per day. A selection of accompanying course books & logbooks are available to purchase.

Your pathway to chartering abroad.

International Certificate of Competence (ICC) can be assessed by arrangement in one day. An ICC is required in many countries, particularly in the EU, to skipper or charter a vessel. If you have completed a RYA Day Skipper or RYA Coastal Skipper practical course you are entitled to an International Certificate of Competence without any further assessment – click here . There is a charge for non-RYA members, free to RYA members.

An International Certificate of Competence is valid for 5 years from the date of issue.

If you feel you are competent to pass this assessment we can arrange a day assessment by one of our Yachtmaster Instructors onboard one of our training vessels.

Our rates are £275 per person. Please contact us about group discounts.

Rates include all food and snacks onboard, use of wet weather gear and boots as required. We will confirm your successful completion of the test by signing the relevant section of the ICC application form – there is no separate certificate. You then send your signed application form together with the other items required for your application (like evidence of residency and ID) to the RYA Certification Department. This is free of charge to RYA members or £43 to non-members. There are additional charges for fast track applications.

What is an International Certificate of Competence

The  International Certificate of Competence  originates from the United Nations Convention on the Law of the Sea. Although the ICC allows the holder to voyage internationally this is only where the country to be visited has chosen to accept it and subject to any prescriptions made by the visited country. As the ICC’s validity is determined by the visited country it is not a truly international qualification. However, the ICC is the only international evidence of competence that exists for pleasure boaters in Europe. The ICC may either be recognised as an acceptable certificate in the visited country’s national legislation or be accepted on a purely informal basis.

Many European countries require the skipper of a pleasure craft to be able to provide evidence of his or her competence. In practice documentary evidence may seldom be inspected, but it is generally useful and in some countries essential to carry an ICC.

If a boat owner requires evidence of competence when visiting another European country the ICC will frequently suffice. It can also be useful for people wishing to charter. The requirement for evidence of competence varies from country to country. Sometimes it is required for coastal waters, sometimes for inland waters, sometimes for neither and sometimes for both.

In very general terms an ICC is required for the inland waterways of Europe and for inland and coastal waters of Mediterranean countries. For the coastal waters of Northern Europe the ICC is generally not required, however to all of these generalisations there are exceptions. Please feel free to contact us to ask about a particular country you intend to visit on your own boat or where you want to charter a boat and we will do our best to find out up to date information for you.

Are you already entitled to an ICC?

Anyone who has passed an RYA training course which proves their ability to skipper a vessel, such as the Day Skipper Practical Course or the Power Boat Level 2 Course, has proved their competence on that type of vessel and therefore on presentation of their certificate the relevant ICC can be issued. See the table below – if you hold any of the UK certificiates listed on the left you can apply for an ICC for the categories listed on the right.

Explanatory notes to the table (above) Restricted = The ICC’s validity for power will be restricted to vessels “up to 10m LOA”.

** Powerboat Level 2 certificates issued before 15 April 2019 and endorsed as ‘inland’ cannot be used to validate the coastal waters category on an ICC. Additional acceptable evidence of coastal knowledge must be provided. This may include:

A theory course completion certificate of Essential Navigation and Seamanship Skills or higher; or Evidence that you have passed the coastal waters oral / written elements part of an ICC assessment (as detailed on the ICC application form).

What’s involved in an ICC assessment?

For boaters who have not successfully completed an acceptable RYA practical course, but already have the required level of competence, the alternative is to take the ICC assessment to prove their competence. This is the syllabus that you will be assessed against.

Can you do an ICC assessment on my boat?

Yes we can, for you, your friends and family. Your boat will need to carry certain equipment in the list below. We can help you source or loan you items you do not have. What to bring

  • Your sailing log book
  • Clothing layers – even if it’s sunny or warm on land it can get quite chilly when sailing
  • Hat, sun cream, lip salve, sunglasses, gloves
  • If you’re staying overnight or longer you’ll need to bring a sleeping bag, pillow, towel, toiletries
  • Any medication you would normally require
  • Pack your belongings in a soft bag that can be easily stowed
  • Do bring any of your favourite snacks or soft drinks as we may not be near any shops (If you have your own foul weather gear you are welcome to bring it)
  • If you haven’t been sailing before and don’t know if you might get seasick, some good advice is to have a sensible breakfast and don’t drink lots of alcohol the night before!
  • Bring seasickness pills if you might need them.

International Certificate of Competence Assessments

Minimum requirement for chartering a yacht in greece, the icc (international certificate of competence) certificate is required in many european countries in order to charter a yacht..

In order to obtain an ICC, your theoretical knowledge level should be similar to that required at RYA Day Skipper level, see our RYA Day Skipper Theory course here .

You must be happy skippering a yacht (see what is covered in the assessment below).

This ICC course is normally run as a two day course with the first day for brushing up your skills and the second day for the actual assessment. We can do a minimum one day ICC assessment too if you do not need any prior training.

If you have the RYA Day Skipper Practical Certification or higher, this enables you to apply directly for an ICC without having to do any further assessments.

The RYA CANNOT issue an ICC to nationals of the following countries: Austria, Belarus, Belgium, Bulgaria, Croatia, Czech Republic, Finland, France, Germany, Hungary, Ireland, Latvia, Lithuania, Luxembourg, Netherlands, Norway, Poland, Romania, Serbia, Slovakia, Switzerland, Ukraine.

Any resident of these countries listed above can get an ICC or International Certificate of Competence from their own country’s governing body.

The RYA CAN issue an ICC to nationals of the following countries: Albania, Andorra, Armenia, Azerbaijan, Bosnia and Herzegovina, Canada, Cyprus, Denmark, Estonia, Georgia, Greece, Iceland, Israel, Italy, Kazakhstan, Liechtenstein, Malta, Moldova, Monaco, Montenegro, Portugal, Russian Federation, San Marino, Slovenia, Spain, Sweden, Tajikistan, The former Yugoslav Republic of Macedonia, Turkey, Turkmenistan, United States of America, Uzbekistan – as well as eligible British nationals and residents.

NOTE: We are unable to physically present you with the ICC certificate, we can only carry out the assessment and sign your application form. The form then needs sending to the RYA, they are the only governing body in the UK that can issue the certificate. The turnaround is roughly 2 weeks so give yourself plenty of time before your holiday if you are applying. You are not legally qualified until you have the physical ICC or International Certificate of Competence certificate on your person.

The International Certificate of Competency, commonly referred to as “ICC” is a certificate of competency, not necessarily a “course”.   The ICC is a certificate confirming that an individual is competent to the level required to meet the United Nations Economic Commission for Europe Inland Water Committee (UNECE IWC) Resolution 40 .  In 2013, IYT released “courses” to train to the level of competence for 10 Meter and 24 Meter named ICC <10m and ICC <24m.  Now it is 2020 and in hindsight we recognise this was not an ideal decision because charter agencies have begun to ask for a base level certificate and not the ICC.  We are encouraging candidates to take the base level course/s and gain that certificate instead of or in addition to the ICC.  Please read all of the information below for information regarding the base level certificates. 

Please note that each school must be approved by IYT Worldwide to offer the ICC to their students .  Only IYT schools that have been audited or inspected and are in good standing with IYT can offer the ICC certification.  We are happy to consider new school applications to offer this certificate.  Please note that we do not accept ISSA VHF qualifications.  (I f you are unsure if your radio license will be accepted, please send a scanned copy of the front and back of your license to [email protected] .  We will verify that your license is sufficient to receive the IYT International Certificate of Competency (ICC) license).  

Are you thinking of chartering in Europe? MAKE SURE YOU ARE QUALIFIED

IT IS WISE TO HOLD BOTH FLOTILLA SKIPPER (OR HIGHER) & THE ICC

In the past, if you were chartering in Europe, an International Certificate of Competency (ICC) may have been sufficient proof of your ability to safely operate a boat.

However, it has recently been brought to our attention that a number of  European charter companies and insurance companies will not accept an ICC as sufficient proof to command a yacht for a one week bareboat charter (power or sail). These companies are insisting that the charterer should hold an IYT International Flotilla Skipper or IYT International Bareboat Skipper, power or sail  (or equivalent qualification that is on their “approved” list).

The charter companies and insurance companies do not have a comfort level handing over an expensive yacht to someone who they feel is not sufficiently qualified to command it for a weeks duration.

Some customers have had their charters cancelled because they have only held an ICC. IYT has removed the restriction of “daylight hours” on the Flotilla and Bareboat Skipper Certificates.  This restriction was applied previously  because charter companies do not allow their boats to be operated after sundown.  We are leaving this decision up to the charter companies.  IYT highly recommends holding both Flotilla Skipper or higher as well as the ICC to avoid any issues when chartering or operating in European waters and harbours. 

It is imperative that you check with your charter company in advance of your charter to make sure that you hold the required qualifications. 

The ICC is required for operators of most vessels on both inland and coastal waters in a large part of the European Union.

  • Candidates who successfully complete the International Flotilla or Bareboat Skipper course also qualify to hold the 24M ICC provided the course was taken with a partner school approved to offer the 24M ICC. The school may order this extra ICC certificate for you or you may order directly from IYT by contacting [email protected] .
  • Candidates who successfully complete the Small Powerboat & RIB Master – MCA Recognised course also qualify to hold the 10M ICC.  Schools that offer the Small Powerboat & RIB Master – MCA Recognised course will also be approved for the 10M ICC Certification so there will be no issue regarding the partner school chosen for the “RIB” course. The school may order this extra ICC certificate for you or you may order directly from IYT by contacting [email protected] .

IYT's ICC Government Recognitions

The 24M ICC is recignised by the British  Maritime & Coastguard Agency (MCA).

The 24M ICC is also recognised by Transport Canada so that holders of the 24M ICC (Canadian Edition) will not require a Pleasure Craft Operator Card (PCOC) to operate a pleasure boat in Canada, provided the section on “Canadian Boating Requirements” has been completed. Holders of a current IYT 24M ICC can “upgrade” to the Canadian Edition by completing a short course and examination. This Transport Canada ICC remains MCA recognized.

The 10M ICC is recognised by the British Maritime & Coastguard Agency (MCA).

What is an ICC (and CEVNI) & where is it required?

As you may be aware, it is now mandatory to hold a recognised International Certificate of Competency (ICC) if you wish to charter a boat in certain European countries. It is generally required for the inland and coastal waters of Mediterranean countries. In Northern Europe and Scandinavia the ICC is generally not required, but it is strongly advised to check with any European country that you wish to charter in before you leave.

The ICC is a product of the United Nations Economic Commission for Europe (UNECE) Resolution 40. The ICC provides documentary assurance from one government to another that the holder meets the levels of competence laid down in Resolution 40 .

Who May Receive An IYT ICC Based On Resolution 40?

In accordance with UNECE Resolution 40 (Revision 4), citizens and residents of countries (listed below), that are signatories to Resolution 40, will be obliged to obtain an ICC from their own national issuing authority and not from IYT (with the exception of the United Kingdom, see below). The only exception for IYT to issue ICCs to citizens of these countries, is if the applicant can provide proof of residency* in a country not on this list. For example: an Austrian National living in Spain or Greece that can provide “proof of residency” in Spain or Greece would be allowed to receive an ICC from IYT.

*Proof of residency (examples) Utility bill (electric or gas), Property tax bill, Telephone bill, Insurance bill, IYT can issue ICCs to any other country’s citizens that are not listed below.

As of July 2023 the following countries have adopted resolution 40.

  • Czech Republic
  • Netherlands
  • South Africa
  • Switzerland
  • United Kingdom***

**Latvia accepts the IYT MCA Recognised ICCs issued to their residents or citizens.

***IYT has been authorised to issue ICC’s to United Kingdom Nationals and Residents for the past 18 years which are issued on behalf of the British Maritime & Coastguard Agency (MCA). Reference: UNECE Resolution 40 document Guidelines_to_Resolution_No. 40.pdf

Note: The list of UNECE member states that have accepted Resolution 40 is subject to change without notice therefore a person’s eligibility can change during the period the ICC is valid for. Should this be the case, the certificate holder must notify IYT and surrender the certificate. If the certificate holder cannot satisfactorily demonstrate his or her continued eligibility when the certificate expires it will not be renewed by IYT.

ICC Endorsements & Vessel Sizes

The Endorsements may be:

  • (Power -24m) for any power driven vessel up to 24 metres.
  • (Power -10m) for any power driven vessel up to 10 metres.
  • (Sail – 24m & Power 10m ) Sail vessel up to 24 metres. (Must include Power 10m for operating tender to and from shore).
  • (PWC) for personal water craft.
  • (Coastal waters) for coastal passages only.
  • (Coastal and inland) for use in the inland waterways of Europe as well as coastal. A CEVNI exam must be successfully completed. See below for more details.

What vessel sizes are covered?

For Sailing Vessels

The ICC Sail <24m, Power <10m covers sailing vessels <24 meters and power <10 meters . The power <10m is included as most sailboats have small dinghies for going to and from shore.

To gain this certificate the candidate must do the IYT International Crew & Flotilla/Bareboat Skipper Sail course (modules 1 – 11 and 13 – 25 in the IYT Recreational Programme contained in the “International Boating & Sailing Passport”). The candidate must either hold a recognised VHF Marine Communications Qualification or must do IYT’s module 12 which is the IYT VHF/SRC Marine Communications Course.

Note that the online ICC course includes all of the above mentioned modules, 1 – 25 which includes VHF/SRC.

For Power Vessels

the ICC certificate is based on which course you undertake as outlined below.

If you wish to operate a power vessel <24m, please do as stated above for sailing vessels (except of course take the power course).

If you wish to operate a power vessel <10m, please take the IYT/MCA Small Powerboat & RIB Master course. After successful completion of this course, you will be eligible to receive the ICC <10m Power.

How do I obtain an ICC?

Most IYT Partner Schools are approved to offer the ICC certification to their students. However, you should verify this with the school where you choose to train or on our website. The schools who are approved to offer this certification are determined by IYT. Please remember that candidates must meet the requirements outlined above regarding Resolution 40.

There are two ways to obtain an ICC. By holding an acceptable IYT Worldwide qualification as mentioned in the next section “Which IYT Certificates of Competency are recognised for obtaining an ICC without the need for an examination?” , OR, by attending one of these qualifying courses listed below with an IYT partner school approved to issue ICCs to their students.

If you hold an acceptable qualifying IYT Worldwide certificate please follow these instructions to obtain an ICC: (Note – See Resolution 40 requirements above to determine if you are eligible to receive an IYT ICC or if you must obtain from your own national issuing authority and not from IYT).

  • If you have not registered on our site and have a user I.D.# please do so.
  • Do this by going to “login” on the top menu bar, then register and follow the prompts.
  • IMPORTANT:  A digital signature is now required (as of Feb 28, 2024) in order for IYT to issue the ICC Certificate.  Please see these instructions on how to upload a digital signature to your IYT Account ID. https://iytnet.com/media/docs/How_to_add_signature_to_profile_for_ICC.pdf
  • Make sure to upload a current photo government issued I.D. such as a passport or identity card. We must have this to process your certificate.
  • Make sure to upload a good quality headshot photograph as this photo will be used on your certificate.
  • Make sure to enter the shipping address with phone number as this will be used when we mail or courier the certificate.

Send email to [email protected] with the following:

  • A scan of the valid (not expired) certificate you hold entitling you to receive the ICC certificate.
  • For 24M ICC – A scan of your valid (not expired) VHF certificate
  • For 10M ICC – A scan of your valid (not expired) VHF certificate, or if you’ve done the online Small Powerboat & RIB Master eLearning course, provide a scan of the downloadable PDF “Basic VHF-SRC Course Completion Certificate”.
  • Inland Waters Endorsement: If you wish to add the inland waters endorsement (such as French canals) to your certificate you will need to complete the CEVNI examination and the school will choose the certificate type “coastal and inland waters”.  You may do the online CEVNI course and exam   or  you may take the CEVNI exam at the school..
  • State where (which school) you took the course for your qualifying certificate.
  • State your IYT I.D. number (received at end of registration process).
  • Advise courier (fee depends on location) or airmail (free of charge). Note that we cannot trace airmail if lost.
  • An order/invoice will be created in our system and emailed to email address on profile for payment.
  • Once payment is made the order will be reviewed, processed and shipped.

If you attend a qualifying course with an IYT partner school approved to issue ICCs, the school will place an order for your qualifying certificate (ie. Bareboat Skipper, Small Powerboat & RIB Master) plus the ICC.  Please follow these instructions:

  • After successful completion of the course the school will order your qualifying certificate and the ICC for you. By doing so the school is attesting to your competence.
  • Inland Waters Endorsement: If you wish to add the inland waters endorsement (such as French canals) to your certificate you will need to complete the CEVNI examination and the school will choose the certificate type “coastal and inland waters”.  You may do the online CEVNI course and exam or you may take the CEVNI exam at the school.

If you wish to have an existing IYT ICC endorsed for navigating inland waters you must take the CEVNI exam.  To do this you may:

  • complete the online course “CEVNI EU Inland Waterways Endorsement eLearning” found here
  • go to an IYT school approved to offer the ICC and undertake the exam. In this case, the school must place the order for certification thus verifying successful completion.

Please note there are pre-requisite courses required for Flotilla Skipper and Bareboat Skipper.  They are IYT International Crew (or exhibit knowledge to this level) and IYT Marine Communications VHF-SRC (or recognised equivalent certificate).

* A 24M ICC can be awarded based on a Flotilla Skipper certificate; however, it is recommended candidates gain a Bareboat Skipper certificate.

** Please note that for Catamaran certificates, the equivalent ICC Certificate will not state “catamaran”.

Please note that training and examinations for the qualifications listed above must have been undertaken at an ICC approved facility and you must meet eligibility requirements outlined above regarding Resolution 40.

Who may obtain an ICC

IYT Worldwide has had approval from the M.C.A. (Maritime and Coastguard Agency of Great Britain) for many years to issue ICCs to United Kingdom passport holders and persons of other nationalities provided they are eligible under Resolution 40. See above. The school must be approved by IYT Worldwide to instruct the ICC course. The applicant must:

  • Be 16 years of age or older.
  • Be physically and mentally fit to operate a pleasure craft, and in particular, must have sufficient powers of vision and hearing.
  • Have successfully passed a written and practical examination or prove the necessary competence for pleasure craft operation by holding an acceptable IYT Worldwide certificate.

Is there a period of validity for an ICC?

The ICC is valid for a period of five years. See instructions for revalidation

Cancellation or Withdrawal of an ICC

IYT Worldwide may suspend or withdraw an ICC where the holder has by some action demonstrated that he or she has not complied with the conduct demanded of a holder of an ICC. The matter will be presented before the IYT Worldwide Training Board for adjudication.

Important Notice: Charter Brokers are asking for qualifications higher than ICC – Please be aware

Over the past few years, it has come to our attention that a large number of charter brokers are asking to see/verify a higher nautical qualification other than the ICC (International Certificate of Competency). The charter companies are asking for proof that a client is capable of handling a $400,000 charter boat for a weeks vacation, as the ICC does not prove this capability. As you can imagine, a broker would want to be sure that a skipper is fully capable of handling their vessels before renting.

The ICC is a certificate that based on one’s level of competency. It is not a “course”. In hindsight, IYT and IYT candidates would have been better served had we not allowed the ICC to be ordered as a qualification without proof of, at minimum, an IYT Flotilla or Bareboat Skipper Certificate, but ordered directly by candidates who hold these qualifications or higher.

Therefore, we highly recommend that schools purchase the IYT qualification as well as the ICC qualification for their candidates who want an ICC. This will eliminate any concerns of their ICC not being accepted by charter brokers.

In some instances, a candidate may hold their national qualification plus an ICC, which may be accepted by charter brokers. IYT obviously has no control over what brokers will or will not accept. We believe it is better to be on the safe side and ask the schools to make this recommendation to their candidates.

As you advance and become more proficient as crew or skipper you take on bigger challenges that require proper training to ensure the safety of your family and friends. The bigger the boat or length of adventure the more training you require.

Ukraine's parliament voted on Wednesday to ratify the Rome Statute, officials said, allowing the country to join the International Criminal Court (ICC) in a step Ukrainian leaders have cast as central to Kyiv's European aspirations.

Ukraine has recognised the ICC's jurisdiction in the past, but full membership of the court is a key part of Ukraine's quest to eventually join the European Union.

It would also allow authorities "to more effectively punish" suspected Russian war criminals amid Moscow's war on Ukraine, according to lawmaker Oleksiy Honcharenko.

The ICC has issued arrest warrants for Russian officials, including President Vladimir Putin and ex-defence minister Sergei Shoigu, for their roles in alleged crimes against Ukrainian civilians. Russia has denied targeting civilians.

"Ukraine has already worked effectively with the ICC to ensure comprehensive accountability for all Russian atrocities committed in the course of Russian aggression," Ukrainian Foreign Minister Dmytro Kuleba wrote on X.

"This work will now be even more effective."

In an interview with Reuters in June, senior presidential adviser Iryna Mudra said the ratification process had been held up because of a "disinformation campaign" falsely suggesting Ukrainian troops would be more vulnerable to prosecution.

Kuleba also described Kyiv's bid for ICC membership as "a long journey full of challenges, myths and fears. None of them have been true."

Lawmaker Yaroslav Zhelezniak said deputies had been presented with letters of support from Ukraine's General Staff and the head of Kyiv's military intelligence before voting.

PM in Poland: Modi says 'this isn't an era of war', calls for diplomacy, dialogues

Prime Minister Narendra Modi, who is in Poland, has advocated for diplomacy and dialogues to resolve conflicts, stating that "this isn't an era of war." His crucial statement on Wednesday comes ahead of his Ukraine visit at the invitation of President Volodymyr Zelensky. 

The Prime Minister made the crucial statement while addressing the Indian diaspora in Poland, thereby becoming the first Prime Minister to visit the country in 40 years. His statement is also reminiscent of the remarks he made while visiting Russia just after the start of the Ukraine war. 

Stating that India was the land of Lord Buddha’s legacy, Modi added: "India does not believe in war and advocates for peace in this region. India’s concept is clear: this is not an era of war, and it is the time to unite to tackle the biggest challenges of humanity. Thus, India believes in dialogue and diplomacy to resolve conflict," PM Modi said.

Modi also told the Indian nationals who arrived in Warsaw to meet him about how he got the opportunity to pay tribute at the Monte Cassino Memorial. "This memorial reminds us of the sacrifice of thousands of Indian soldiers. This is proof of how Indians have performed their duty in every corner of the world."

He added that India of the 21st century was moving ahead on the path of development while priding itself on its values and heritage."We Indians are known for our efforts, actions and empathy. Wherever we go, we Indians can be seen making maximum efforts. Be it entrepreneurship, caregivers or our service sector, Indians are bringing laurels to the country through their efforts," he added. 

Modi also highlighted India's willingness to extend a helping hand to any country that faces a crisis. "Wherever in the world there is an earthquake or any disaster, India has only one mantra Humanity first," he added.

After his Poland visit, Modi will head to Kyiv on Thursday, thereby becoming the first Indian leader to visit the war-torn country since its formation in 1991. Modi will travel to Kyiv from Poland in a 'Rail Force One' train that will take around 10 hours.

Regional experts view the visit as a balancing act for India, which also gives Modi a chance to urge peace negotiations. However, Delhi has already made it clear that it would not unveil a peace plan in Kyiv, but was willing to back peace talks. 

The Prime Minister's meeting with Zelenskyy is crucial since the latter had expressed his dissapointment as Modi meeting and hugging Putin during his Kremlin visit earlier the year.  

The Ministry of External Affairs has said that the talks between Modi and President Volodymyr Zelenskyy are expected to focus on India-Ukraine ties, with emphasis on agriculture, infrastructure, pharmaceuticals, health and education, and defence. The duo may also discuss defence and economic cooperation, including India's role in the eventual rebuilding of post-war Ukraine.

To apply for an ICC you must be:

  • age 16 or over
  • physically and mentally fit to operate a pleasure craft

Completing the online application for an ICC

If you are applying for your first ICC issued by the RYA or requesting a replacement for a lost ICC you will need:

  • A digital copy (photograph or scan) of your passport or a national ID card showing your nationality If you do not have a passport or a national ID card showing your nationality you can only apply to the RYA for an ICC using the paper application form.
  • A digital copy of a document which confirms your habitual residential address as detailed in ICC-2 Notes: Evidencing identity and eligibility . Collectively these documents must verify your identity (name, address, date of birth, photograph) and your nationality.
  • Evidence of your competence for each of the categories you request are validated on your ICC
  • A photograph in portrait orientation Note: you can only upload pdf or jpg files of less than 5MB.

If you are renewing or updating the details on your ICC you will need:

  • Your current / expiring ICC
  • Documents which verify any changes to the information printed on your current / expiring ICC, as detailed in ICC-2 Notes: Evidencing identity and eligibility .
  • Evidence of your competence for any additional categories you would like to be validated on your new ICC.
  • A photograph in portrait orientation Note: you can only upload pdf or jpg files of less than 5MB.

If your application is successful your ICC will be sent by post to your residential address. Sending the ICC to the address printed on the certificate is part of the RYA’s verification process for the issue of the certificate. The ICC will not be posted to any address other than the one printed on the certificate.

If you are an experienced boater but you don’t have evidence of competence you will need to take an ICC assessment . 

MyRYA account required

You must create or login to your own MyRYA account to apply for an ICC online. The MyRYA account must be specific to the applicant. You cannot use your MyRYA account to apply for an ICC for anyone else including a family member.

    The ICC (International Certificate of Competence) certificate is required in many European Countries in order to charter a yacht. In order to obtain an ICC, your theoretical knowledge level should be similar to that required at RYA Day Skipper level, see our RYA Day Skipper Theory course here.
