The Supervisory Grants Management Specialist :

• Advises the Office Director, the Associate Administrator, Administrator and the Office of the Secretary of Transportation on rail financial assistance programs for the Office.
• Directs programmatic subject matter expertise for FRA’s financial assistance programs including, but not to limited to: (a) Fixing America’s Surface Transportation Act passenger and freight grant programs (b) Infrastructure Investment and Jobs Act passenger and freight grant programs (c) Safety/Research grant programs.
• Directs and supports pre-award implementation of federal rail grant programs, including, but not limited to, participating in the application solicitation, evaluation, and selection processes.
• Directs and supports post-award implementation of federal rail grant programs, including, but not limited to, review of grant/cooperative agreement award packages, processing of grant/cooperative adjustments, and support of grant/cooperative close outs and associated processes.
• Serves as the FRA contact point with DOT and other Federal agencies relative to FRA grant/cooperative agreement policy and programmatic matters.

The ideal candidate has experience managing Federal financial assistance programs and activities related to intercity passenger and freight rail services, including activities related to intercity passenger and freight rail services, including grant and loan programs for States, freight railroads, Amtrak, and others.

CONDITIONS OF EMPLOYMENT:

• SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
• GOVERNMENT TRAVEL CARD: This position involves travel.  A government contractor-issued travel card will be issued and must be retained for official business only.
• PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed).
• SUPERVISORY PROBATIONARY PERIOD: New supervisors must complete a 1-year probationary period (unless already completed).
• TELEWORK ELIGIBILITY:  This position may be eligible for occasional and/or regularly scheduled telework.  The number of telework days approved will be determined by your immediate supervisor or manager following the agency’s telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position.
• RAILROAD STOCK: Pursuant to 5 C.F.R. Parts 2635.403 and 6001.104, all FRA employees (or spouses or minor children of FRA employees) are specifically prohibited from holding railroad stock (including shares of Berkshire Hathaway, Inc. which owns 100% of BNSF), whether held outright, in an IRA, or in a 401(k) or other plan. (Employees may hold a mutual fund which invests in railroad stocks, so long as the mutual fund does not invest more than 30% of its assets in such prohibited investments.) Employees having a prohibited financial interest must divest themselves of railroad stock within 90 days after their appointment to their positions. Neither the rule against holding railroad stock, nor the divestiture period, is in any way affected by the existence of re-employment rights which employees might have with railroad companies. Nor is there any monetary threshold for applicability of the rule against ownership of railroad stock; all dollar amounts are prohibited.
• REMOTE WORK:  This position may be eligible for remote work, which does not require reporting to the agency worksite location on a regular basis. If selected for a remote work location, you will be required to sign a remote work agreement detailing agency remote work policy requirements, working conditions, and expectations for the position. You must also have access to high-speed internet and cell phone service meeting current Agency standards from the approved work location within the Contiguous United States.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration. To qualify for the Grade 15 , you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:

• Experience implementing all phases of the grants lifecycle: coordinating on development of Notices of Funding Opportunities; reviewing and evaluating applications for funding; execution of grant agreements; management of reimbursements and payment requests, modifications and adjustments; management of closeout; and programmatic progress and financial reporting.
• Experience overseeing the planning, development, interpretation of comprehensive policies, procedures, regulations, and directives of grant functions.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

• Grants Management Laws, Regulations, and Guidelines – Knowledge of principles, laws, regulations, policies, practices, and guidelines (for example: Executive Orders, Code of Federal Regulations, OMB circulars) of grant or agreement programs, including their order of precedence.
• Leadership – Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
• Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
• Written Communication – Writes in a clear, concise, organized, and convincing manner for intended audience.
