Boat Test: 2024 Regal 38 Surf

The Regal 38 Surf is unique in the boating world—a model unlike anything else on the water. So versatile is the 38 Surf that not even the title of world’s largest wakesurf boat does it full justice. It also entertains, hosts overnights and fishes. Read on to learn how.

The magic in much of the 38 Surf stems from the integration of twin Volvo Penta ­forward drives. Working closely with Volvo Penta, Regal designed the 38 Surf to make it easy to use. In surf mode, the drives work in tandem to offset each other and create a wave on either side of the 38 Surf. Simply push a button, and this boat is ready for endless-wave fun without having to worry about ever adjusting ballast tanks (there aren’t any) or micro-plate-position shifting. By adjusting the trim of the drive units, the shape and size of the wave can be customized to suit different riding styles and preferences. The pictures tell the story: This boat creates great waves. A rear-facing camera in the 38 Surf’s hardtop gives the captain a view of the action on the helm display, so monitoring when a rider falls is easy. (Still assign a spotter though!) Just note, because the 38 Surf is so much bigger than other surf boats, its waves are longer, and a normal-length wakesurf rope often isn’t long enough. ­Lengthening your rope will make it easier for riders to get into the pocket of the wave.

Interior and Accessories

With its center-helm design, the 38 Surf features steps leading to the bow area on the starboard side. Eliminating a true center-console’s walk-through on that side makes for more cabin space below. Here we found a well-appointed air-conditioned cabin with a full head and walk-in shower. Both the forward and midberth areas quickly convert from settees into a queen-size berths, providing comfortable room for four adults. There’s a skylight, and the trim and finishes are top-notch, making this Regal a more-than-comfortable overnight-capable vessel. 

Back up at the helm, the captain is treated to dual 22-inch Volvo Watersport Garmin displays. Every system is controlled from here, including the wakesurfing functions, thanks to Volvo Penta’s integrated software. Dual throttles and joystick piloting, bow thruster, trim-tab controls and a wireless phone cradle round out the dash. Helm seating takes the form of four-across captain’s chairs. This proved comfortable, and the two outside seats swivel 180 degrees to allow viewing the on-water action. Plus, all four seatbacks fold down, turning the area into extra tabletop serving space.

Aft of the helm, you’ll find the aptly dubbed “­refreshment island,” complete with all the amenities to keep everybody on board well-fed and entertained. Above the sink and grill is a separate MFD, giving the grill ­master control of nearly any system, including ­audio, lighting, the powered lounge and swim ­platform, and more.

For even more lounging and entertainment, head aft. Unlike an outboard-powered boat, Volvo Penta’s forward drive allows for a wide-open transom to swim, fish or do anything else. The large lounge bench can face forward, face aft, and convert to a sun pad. Plus, with the push of a button, it slides out over the swim platform to extend cockpit space. Can you say dance party?

Speaking of party, the lounge is also equipped with four optional JL Audio ­speakers and two JL Audio “wake subs,” which bring up the entertainment factor of the 38 Surf’s transom even more. Need shade? A PowerShade is integrated into the hardtop. And those who like to fish can opt for ­Regal’s unique rocket launchers, which also ­feature tow points for the wakesurf rope. Dual dive doors make boarding the 38 Surf easy, and ­giant insulated storage lockers to both the port and starboard add to the versatility. These can be used for general storage or as coolers. 

Captaining the 38 Surf isn’t just ­comfortable, but it’s also a lot of fun. It rides solid and handles responsively, with plenty of power. Even for captains accustomed to much-smaller wakesurf-specific V-drives, the 38 Surf is nimble in tighter spaces thanks to joystick control of the forward-drive units and the independent bow thruster. Sightlines are clear through the large windshield, and the added sunroof in the hardtop is a nice touch. 

You can’t really comparison-shop ­Regal’s 38 Surf. There isn’t anything like it on the market. Aviara’s AV28S ($298,625 with a single 430 hp MerCruiser Bravo 4S) offers ­luxury, performance and wakesurfing, but that single-engine boat won’t fish or handle overnights, and it’s 10 feet shorter. Or you might consider a center-console, such as ­ Formula’s 387 Sport   ($1.22 million with ­triple 300 Mercury outboards), which can fish, entertain a crowd in luxury, and weekend a couple in comfort. But it won’t wakesurf. 

If I had to choose one word to describe the 38 Surf, it might be “unbelievable,” because if you look at all the capabilities on paper, it seems hard to believe. So, “versatile” seems to be the most apt descriptor, because this special boat is just that. You can cruise on it, fish on it, entertain on it, wakesurf behind it and, when the day is done, sleep on it. For ­big-water boaters who want to easily and comfortably do all those things, the 38 Surf is a must-see.

A simple bowrider that’s easy to handle, easy to maintain, and easy to tow—that pretty much sums up the Regal 21 OBX.

What sets the 21 OBX apart from other entry-level bowriders? Regal’s fit and finish on this boat are outstanding, and the upholstery work is especially beautiful. Plus, the FasTrac hull and social seating options make it a boat you’ll enjoy playing with all year long.

Looking for a sporty bowrider that looks good, is fun to drive, and is comfortable for any adventure you want to take it on? The LX9 might just be the boat you’re looking for. This new model has everything under the sun you could dream of at the helm station to make captaining fun (and easy).

From its enormous swim platform (that gets even larger with the push of a button) to its easy-flowing walkthrough layout with tons of comfortable seating, the LX9 is a wonderful cruising bowrider.

Like most top-of-the-line Regals, the LX9 is loaded with innovative technology. Some of it is standard, and some of it is optional. That’s a nice approach since not every boater needs every toy, and it can keep the cost down in some cases.

One stand-out feature on the LX9 is the power hardtop, which lowers at the push of a button. Sure, it will help you squeeze under the occasional short bridge. But more interestingly is how it retracts, closing down on top of the windshield to make the boat into a sports coupe—handy indeed if you’re trapped in a downpour.

Regal LS6 Surf

Where to buy Regal LS6 Surf:

Regal has been perfecting their SURF line since 2015. The new LS-series boats represent Regal’s latest optimization, the “Surf System 2.0.” The 2,000-pound water ballast tanks are filled and drained with quieter and faster pumps. The hulls are outfitted with custom wake-shaping tabs, and the whole system is controlled through dual nine-inch touchscreens at the helm. The boat is powered by either a 350- or 380-horsepower Volvo gas sterndrive running a forward-facing propeller system.

The decks and seating of the SURF series are also designed for maximum water fun. The whole boat has a walk-through from bow to swim platform, with extra wide bench seating and two multi-position UltraLounges at the stern. There are two foldup rumble seats on the transom, and the swim platform itself is oversized and built very low to the water.

All in all, it’s hard to imagine a better wake surfing platform. This is an area where Regal is thriving, and these boats are very popular in the lakes of central Florida, where the sport is hot.

Regal 38 SAV

Where to buy Regal 38 SAV:

The Regal 38 SAV defies being put in a category. It looks like a simple center console, but it has the amenities of a fully-furbished cabin cruiser. It will thrive in the warm Gulf waters and the Caribbean.

The SAV stands for Sports Activity Vessel. In other words, it’s an SUV on the water with the functionality to match its name. Adjustable seating and the ability to go to the beach and go on a blue water cruise will keep the whole family happy, whether fishing, cruising, tanning, or playing in the water.

If you’re in the market for a boat that can comfortably entertain a crowd or take the family on a comfortable cruise, the 38 SAV is worth a look. While not as performance-oriented as other options, it offers features and a layout comparable to the Tiara 43 LE or Sea Ray SLX 400 but at a friendlier price point than either. If you want something with a fully enclosed cockpit, check out the Regal LS36 .

Regal 33 Express

Where to buy Regal 33 Express:

One of the best cabin cruisers we know of, the Regal 33 Express has everything you need to spend as much time on the water as you like. No small feat considering its diminutive size.

This boat has a spacious cockpit with well-thought-out seating options making it maneuverable and more  manageable than bigger cruisers.

Everyone will fight over their spot on the “UltraLounge,” an electrically activated four-position seat on the stern that is comfortable no matter how you use it. A cockpit bar-style galley has space for a fridge and electric grill.

Down below, the 33 Express has an enormous king-sized midship berth that can convert to two large twins. There’s a dinette built around a small galley and a convertible bunk forward that folds up and out of the settee. The head is large and features an electric toilet and a separate shower.

Regal 42 Fly

This spacious flybridge yacht is one of Regal’s flagships. It’s a cabin cruiser that flirts with the lifestyle aboard a larger motor yacht.

She’s already spacious, but the large windows add an incredibly open and light-filled feeling to all the spaces below.

The flybridge has a welcoming open layout for hanging out in the sun with 4-6 friends, and the upper salon, with its fully appointed galley, makes meal prep easy. Below decks, you’ll find two large staterooms, one with a queen-sized island berth and the other with an even larger king that can convert to two twins.

There’s a choice of adding an extra head instead of the lower galley and adding privacy walls. Performance-wise, driving this boat with Regal’s high-quality gauges and consoles will be a pleasure.

Where to buy Regal LS4C:

While there have been neat advances in the small cabin cruiser world, sometimes the perfect solution is a small, cuddy cabin cruiser. These boats are under 25 feet long and comfortably combine the amenities of a dayboat with enough space below to spend the weekend aboard.

The LS4C is a cuddy cabin “C” version of the LS4 bowrider. This classic Regal Fast-Trac hull has a small enclosed cabin with a convertible dinette or double berth. It has an optional marine toilet and a small cockpit refreshment center. There is no galley on a boat this size, but you can do almost anything by adding a grill in the cockpit.

Regal Boats Buyer’s Guide

Florida-based Regal Boats makes a fantastic line of bowriders, express cruisers, and small motor yachts. These boats are priced well in the market and are surprisingly well-built and well-appointed.

Regal Boats History

Regal is a family-run boat manufacturer based in Orlando, Florida . The company was founded by Paul and Carol Kuck in 1969. The company is now run by the Kuck’s three children, Duane, Tim, and Pam.

Regal’s mission statement reads: “With God’s help, we will develop an exceptional team dedicated to enriching lives and providing an awesome boating experience.”

The company has won numerous awards over the years for its innovation and customer satisfaction. The company has been recognized with the JD Power Award for “Highest Customer Satisfaction with Small Runabouts,” as well as with Express Cruisers.

Regal manufactures nearly all components of their boats, including custom fiberglass hatches and helms and all upholstery, in-house. Their world headquarters and primary manufacturing facility is in Orlando, Florida, and they have a second plant in Valdosta, Georgia.

Regal Innovations

Regal boats are loaded with innovative features, from wonderful layouts like their UltraLounge seating to their electrically-controlled PowerHardtop.

What is a Fastrac hull?

It’s impossible to research Regal boats and not find references to the company’s FasTrac hull design. First revealed in 1995, it won the International Marine Trades Exhibit & Conference (IMTEC) Innovation Award the next year.

The FasTrac design features a lateral step on the bottom of the hull. That step introduces airflow as the boat planes, thereby reducing drag. This leads to increased performance in terms of hull shot, top-end speeds, and fuel economy.

Regal’s Complete Line of Boats

Regal divides its boats between sterndrive and outboard drive bowriders, surf boats, SAVs (sport activities vessels), express cruisers, and yachts.

Regals are factory rigged with either Yamaha outboards, Volvo sterndrive gas engines, or Mercruiser sterndrives. Larger yachts may also have Volvo diesel inboard options.

Regal’s newest line of bowriders is the LS/LX series. There are a couple of them in our best bowrider guide for a reason.

LS boats are sterndrive powered, while LX models are outboard equipped. The same basic hulls and layouts are shared between the LS and LX boats, so you can effectively choose any boat you like and get it powered any way you like.

In addition, several older models are still offered, including the sterndrive 2000 ES and its outboard-powered sistership, the 21 OBX.

Regal’s bowriders range from 20 to 36 feet in length.

Regal’s line of surf boats is made up of select LS-series sterndrive bowriders modified with a wake surfing package. They come powered with Volvo gas engines driving forward-facing props. They also have an integrated water ballast system and wake-enhancing trim tabs controlled by the touchscreen at the helm.

The Surf package can be found on the LS2, LS4, LS6, and LS9.

The SAV (Sports Activities Vessel) is Regal’s attempt at the do-anything dayboat. Only two models are currently available: the 33 SAV and 38 SAV.

The SAV is a center console cruiser equipped with a layout that can do anything from fishing to watersports to cruising. They have flexible seating options and cabins with just enough space to overnight, but most of their space is reserved for being on deck and enjoying the outdoors.

Express Cruisers

Express Cruisers are Regal’s line of popular cabin cruisers. Sizes range from 24 to 33 feet long. Express models have sterndrives, while XO models have outboard power. Large boats in the line have comfortable accommodations for long weekends aboard.

More of the boat’s space is dedicated to a traditional cabin, but the cockpit area of the boat is still a great entertainment area. Compared to other cabin cruisers , Regal cruisers always pack their vessels with great helm stations and their boats seem bigger than their length might suggest.

Regal yachts run from 36 to 42 feet long. These boats are appointed to spend long trips aboard and are perfect for months playing in The Bahamas or taking an adventure of a lifetime and doing the Great Loop.

Regal 36, 38, and 42-foot yachts are divided by a few key features: inboard or outboard power and flybridge or coupe layouts. Outboard boats are branded XO (or FXO, in the case of a flybridge outboard yacht).

You can see how they compare to other motor yachts . Generally, Regals blue water cruisers are on the small end of this segment, but that comes with advantages in maintenance and performance.

Regal’s Top Competitors

Traditionally, Regal’s top competitors have been Sea Ray , Chaparelle, Formula, Cobalt, and Monterey.

In many cases, however, Regal is now making a more varied lineup than any of these other companies. For example, Sea Ray and Chaparral have narrowed their product lines and no longer produce larger yachts. With these companies, Regal competes with their bowriders, surf models, and express cabin cruisers.

Regal competes against newcomers like the Beneteau Swift Trawler and Jeaneau’s NC lines in the larger power cruiser market. Many other companies have left this space recently, so the Regals are well-positioned with its mid-sized motor yachts.  

Overall, Regal competes on price point and in terms of quality and innovation. The company prices their boats in the middle of the market, well below luxury brands like Sea Ray. They still, however, load these boats with new technology. Regals are also built to a high-quality standard that, while it won’t match a luxury brand, definitely sets them apart from bottom-tier manufacturers.
