The duration of a survey depends on factors such as the size and type of vessel as well as the extent of the survey being conducted.  On average a survey can take anywhere from a few hours to a full day. Our goal is to conduct a comprehensive inspection, within the efficient timeframe possible.

Following the survey you will receive a report encompassing findings, recommendations and any identified issues. The report is comprehensive. Includes photographs, descriptions well as a summary of your vessel’s condition and value.

We recommend having your vessel surveyed:

  • Prior to Purchase: Always get a survey before buying a used vessel.
  • Every 2-5 Years: For insurance renewals and to maintain a good condition.
  • After an Incident: If your boat sustains damage or is involved in an accident.
  • Moving to New Marina: You may need to provide a condition survey to satisfy marina entrance requirements.

Various factors contribute to the cost of a survey including the type of vessel, the size of the vessel, and distance from the surveyor.  We provide transparent pricing and can offer a quote based on your specific needs.

Prior to the survey ensure your vessel is both accessible and clean.  Remove any items that might obstruct movement or a view.  Ensure you have all documents ready including ownership papers and maintenance records.  Preparing for the survey will help ensure the survey process is both smooth and efficient.

Of course!  We welcome your presence during the survey and will set aside time after the survey is complete to answer any questions you may have. 

Scheduling your survey is straight forward process.  Simply contact us with the details about your vessel and its location and when you would like us to perform the survey.  Once we schedule your time slot, we will send out a follow message confirming your appointment as well as reminder on the day of the survey.

We guarantee our marine surveys to be accepted by your bank and insurance underwriter. If our survey is rejected due to the quality or limitations of the report, simply have the underwriter (not the agent or broker) forward us a letter on company letterhead stating the reason for the rejection, and the survey fee will be promptly refunded.

I have known Kurt Merolla for over 40 years and have relied on his services through the purchase and inspection of several boats in the 25 to 45 foot length including sail and motor, inboard diesel and outboard gas. The family has generational expertise in the South Florida and now North Georgia areas. Kurt has always delivered superior knowledge and fair pricing. If you need a survey, valuation or simply advice in the marine industry, you will not find a more personal, professional and honest expert. I made the mistake of hiring Kurt in February of 2023. The 2006 Lazzara 74' I was purchasing was way outside his normal small boat experience and as his survey proves, he simply did not understand the systems he was surveying. He never even looked in the aft bilge at the badly leaking steering pump ($2500 fix) and the rusted through hydraulic platform pump ($6100 fix excluding labor), during the sea trial he didn't understand the stabilizers were not functioning ($5400 fix) but the most important thing he missed was the completely empty, discharged main cylinder of the fire suppression system that was electronically bypassed to prevent the alarm from sounding and allowing the engines to start. It also had a 2017 inspection tag (5 years past required inspection). Additionally he noted two of the three-cylinder system were undersized on their own, literally proving in writing he did not remotely understand the actuator/time delay nature of this system. At $10,000 this was his most expensive mistake but it's more than that. He made a solid point of showing me two $39 fire extinguishers that were slightly undercharged, one would think a single pic of the mail cylinder gauge would be standard, as it's the one thing any insurance company would want to see. On this aspect alone I strongly considered litigation. If there's one thing a surveyor should understand its fire suppression systems and Kurt was clearly way out of this depth. Considering Kurt cost me $24,000 in total I gave him the chance to make it right with a deal on resurveying now that I've fixed these problems. He was completely unrepentant and quoted $2500 for a second, in-water survey (and the first survey was way overpriced at $4000) No deal, no sympathy. I also found out after the survey he is not a current SAMS and NAMS member, not something he made a point of telling me in advance. When I questioned him about it he said it was a non-issue and blew it off.

Rich, You Claim you made a mistake hiring me, yet you called me a year after survey asking me to come survey your boat again in Key west which is 1,000 miles away from me where I live now. I agreed and quoted you my daily rate of $2,500 which would include my flight to Key West from ATL, GA including a hotel and next day typing of the second report (thus quoted fee is actually about 1/2 the cost of the first 32 page survey in which you agreed and paid $4000) then you attempt to BLACKMAIL & EXTORT) me into doing it for free for you or you and have will posted negative REVIEWS on Google & Yelp. Who is the criminal now ?? Everything you claim was written, discussed and covered in the first survey, report and in person over a year ago and all prior to your purchase yet you chose NOT TO PROPERLY NEGOTIATE WITH THE BROKERS and SELLER prior to Purchase cause you were too in love with getting boat quickly. That’s not good business and you should have negotiated properly!!!

super knowledgeable and helpful spent an hour on phone with me looking at the listing for a boat and identified several issues from the pics without charging me anything. gonna find another boat to buy and will definitely be using Kurt for the survey when I do. did I mention this app occurred on a Sunday within 5 mins of my quote request? it did!!! (5 mins plus the hour for the call anyway lol)

THIS GUY IS A SCAM ARTIST!!!!! If I could give no stars I would. Kurt completely scammed me because he knew I was out of state and took advantage of me. Lied and then refused to inspect the boat I paid him to inspect. He was rude to the boat owner and then wouldn't do his job and on top of it all wouldn't refund my money. I have never dealt with anyone this crooked with a seemingly legit business before in my life. Kurt is a liar and a thief. Do not do business with him!!!!

I was never contracted with this person. He never paid a penny and the seller never had a contract with him. I deal with out of state buyers for over 40 years and 9,000 surveys. I dont even know this guys last name... What a joke, just trying to red flag me because I didn’t show up to a survey he never confirmed nor contracted

We hired Kurt to inspect 2 different boats in Georgia and Tennessee Area. The first boat had many issues that he found immediately and the second boat had minimal concerns. In both instances Kurt was; on time, prepared, very professional and knew his stuff! Kurt works off a very detailed checklist and provides all the necessary papers to the us on the boat. Some insurance companies will not insure the boat unless you have a survey done by a reputable and certified surveyor! Kurt help us qualify for good insurance. Kurt will go above and beyond to help give you the best advice on your purchase and you should take his advice seriously since he has seen many boats. I would recommend him for any boat purchase! I hired Kurt to perform a survey on a 43' Tiara. I was looking for a CERTIFIED, professional, seasoned, honest surveyor. After visiting his website and talking to him on the phone I was convinced he was right for the job. He started the survey and after about an hour he failed the boat because of wetness he found in the engine compartment. Initially, I was so thankful that I hired someone who had my best interest in mind. Upon further inspection at the urging of my broker, I realized that Kurt is misrepresenting himself as a CERTIFIED MEMBER of the NATL ASSOC. of MARINE SURVEYORS (NAMS) and The Society of Accredited Marine Surveyors® (SAMS®). He is not a member of either and at this time is not a CERTIFIED MARINE SURVEYOR. I talked to NAMS and have an email confirmation from them stating that he is no longer a member. You can check for yourself here: THE NATIONAL ASSOCIATION OF MARINE SURVEYORS, INC. (NAMS) The Society of Accredited Marine Surveyors® (SAMS®) The American Yacht and Boat Council Just to be clear, I'm not saying his findings were wrong (I really don't know). This review is simply stating that I hired him because I thought he was something he is not... A CERTIFIED MARINE SURVEYOR. He represented to me in conversation, text correspondence and most importantly in HIS CONTRACT. If you're looking for someone who seems knowledgable but you don't really care if they're CERTIFIED, then Kurt may be your guy. In closing, I have asked Kurt to refund what I paid him, not because of the survey or the results, but because he represented that he was a CERTIFIED MARINE SURVEYOR with (NAMS) and he is not.

Kurt is an absolute professional and offers a wealth of knowledge from decades of experience and family line of boat builders/surveyors. I had a survey out of town and he made it painless to schedule haul out with the local marina. To put it plain and simple, Kurt provided excellent customer service, he's extremely knowledgeable and he is extremely detailed. Before I even formally agreed to work with him, he provided a ton of really useful and nuanced information on what to look for with a marine survey. Over the top GREAT surveyor. I'm a repeat customer from 15 years ago and he is even more knowledgeable now. First survey for a 7 year old Grand Banks classic in 2006 and now a current survey for a 14 year old Grand Banks Aleutian 59 RP with very complex systems. He also works very well with, cooperates and enhances the work of the CAT engine surveyor. His service does not stop with the delivery of the survey either. I just can not recommend him enough. If you choose to go with a brand new yacht, you may not necessarily need a full survey done — but if you’re considering buying a used yacht, you will likely be required to have a yacht survey done for financing or insurance purposes. In fact, in many cases, banks and insurance providers won’t even consider your application without a thorough inspection performed by professionals.Conducting a professional yacht survey will help you determine the true value of the boat and what (if any) repairs are necessary to get the boat into its best operating condition. You should never rely on a survey provided by a previous owner, even if it was done recently. The boat may still have suffered unnoticeable damage that can only be detected by a trained professional.

Condition and Value (C&V) Surveys

Condition and Value or C&V surveys are the most common type of yacht survey performed when buying a used boat, and are sometimes referred to as “pre-purchase surveys.” Whether a survey is required by your lender or not, it’s always a good idea to get one done prior to purchasing any used boat.

A C&V survey covers everything from the boat’s hull and structures to its systems. These comprehensive inspections essentially include the entire yacht and its propulsion systems. However, in cases of some very large, expensive boats, a separate engine survey is sometimes needed. Also, if you’re purchasing a large sailboat you may be required to have additional rigging surveys done prior to the sale.

This type of survey requires the boat to be hauled out of the water in order to properly inspect its hull and underwater gear. A surveyor will check the hull and deck using a moisture meter and a hammer sounding method to determine if any voids or delamination are present. Any areas in the core of the boat that may become susceptible to rot or softening can also be uncovered during the inspection. This will prevent any surprising and costly repairs post-sale.

Engine Surveys

You will require an engine survey for a boat with a particularly expensive or complex engine system or one that has neglected regular maintenance. Engine surveys make sure the propulsion and generator engines on your boat are in proper operational order.

These typically include a thorough inspection of controls, electrical, cooling, and exhaust systems, as well as engine mounts. The surveyor will also check the temperature of the boat’s compression, engine, and exhaust. Typically, oil samples will also be taken and tested.

Rigging Surveys

Whether a rigging survey is necessary depends on the age of the rig, its prior use, and its intended purpose. Red flags that indicate you should get a rigging survey conducted on your boat include a rig that is older than 10 years, visibly frayed stays, cracked swages, weeping chain-plates, and bottomed out turnbuckles. You will also require a rigging survey if you intend to race your boat or use it offshore.

This type of survey examines the condition of your sailboat's mast and boom as well as the associated rigging. During the process, a surveyor will perform inspections of all attachment points, welds, standing and running rigging, as well as the mast step.

Other Types of Yacht Surveys

Appraisal surveys.

There are times when it’s necessary to establish the monetary value of your boat. Appraisal surveys can be performed to approximate a boat’s true value to be presented in cases of court or estate settlements. In some cases, a bank or a lender may require an appraisal survey prior to financing approval.

Damage Surveys

If your boat suffers damage during a storm or an accident, your insurance company may require an overview of the damages and an approximate cost of repairs. A damage survey is performed to evaluate the extent of harm and estimate what it will cost to get your boat back in working order.

New Yacht Surveys

Some especially large and expensive yachts require a new yacht survey, which is generally performed for custom-built models. These surveys can take place over a span of time, while the surveyor pays multiple visits to the manufacturer during the time that the boat is being constructed.

Thermal Imaging & Inspection

A&L MARINE SURVEYORS, LLC. survey and inspection services are available to both commercial and private entities throughout the state of Florida, from Tampa to Fort Lauderdale and surrounding areas of Nothwest, Northeast, Central and South Florida. Below is an explanation of the various marine Thermal Imaging & Inspection performed, the types of boats inspected, and what each inspection entails.

AL MARINE SURVEYORS, LLC. Thermal Imaging

Thermal imaging (sometimes referred to as thermography, thermal scanning, infrared imaging, or infrared thermal imaging) is the means and by the knowhow by which we can see the infrared portion of the light spectrum. Every object gives off some amount of thermal radiation so thermal imaging is ideal for observing temperature anomalies that are abnormal in machinery, electrical equipment, and even in solids such as wood, aluminum, steel, and fiberglass. Thermal imaging does not require light to see thermal radiation (think of the old movie “Predator” or the new movies and t. v. shows which show people inside buildings or running towards a building at night) so thermal cameras can see in absolute darkness. Thermal imaging is used widely in law enforcement, security, the military, air and sea navigation, surveillance, firefighting, private industry, medicine, and science.

The tool used for thermal imaging is the thermographic camera, which is similar in appearance and operation of a portable digital video camera. A & L MARINE SURVEYORS, LLC prefers using the Flir® brand infrared cameras. A & L MARINE SURVEYORS has used Flir® since 1992. Several years ago, FLIR® purchased by internationally known Teledyne and is now labeled FLIR-TELEDYNE. The infrared camera works by sensing electromagnetic waves within the light spectrum wavelength between approximately 0.9 and 14 micrometers (visible light that can be seen by the human eye is between .4 – .75 micrometers).

A special lens on the infrared camera focuses the infrared light emitted by all objects in view.

The focused light is scanned by a phased array of infrared detector elements. The detector elements create a very detailed temperature pattern called a thermogram. It only takes about one-thirtieth of a second for the detector array to obtain the temperature information to make the thermogram.

This information is obtained from several thousand points in the field of view of view of the detector array. The thermogram created by the detector elements is translated into electric impulses.

The impulses are sent to a signal processing unit. The signal processing unit is a circuit board with a dedicated chip that translates the information from the elements into data for the display.

The signal processing unit sends the information to the color display monitor on the camera, where it appears as various colors depending on the intensity of the infrared emission. The combination of all the impulses from all the elements creates the infrared image. These impulses will also record surface temperatures of the image taken. Infrared cameras can be adjusted for optimum imaging by manually setting the distance to the object, humidity, and air temperature before the image is taken. Special software that we have can also adjust the thermographic image, search, and label exact temperatures outside of the spot size ratio (the center crosshairs on the infrared image), adjust the thermal tuning scale, and crop and edit the image based on how small the thermal anomaly may be. The anomaly may be shown at the exact spot on a boat, an engine, and or any other area that would have the need to be inspected. This is done in several ways with a picture in a picture (Thermographic picture over the exact spot with the target behind the FLIR® as a photo, or side by side, both taken at the exact second, so there are no mistakes about the target).

Thermography can sense heat that may prevent an electrical fire. Thermal imaging can detect leaking fuel or water from tanks that may prevent an explosion or water damage to the interior of the vessel. Thermal imaging can detect temperature anomalies in the engines or transmissions that can prevent much more costly engine or transmissions repairs in the future. Thermal imaging can detect patches under the gel coat from previous damage, trapped water under laminate, delamination of the hull, or a void the new repair did not properly bond to. Obviously, thermography is an important component of a boat survey. Make sure you hire surveyors such as A & L MARINE SURVEYORS, LLC. There are numerous benefits to thermal imaging in many industries. Specifically in the marine industry some of the advantages are: 

  • No contact is needed. This keeps the user out of danger.
  • It is two-dimensional. Thermographic temperatures can be measured at one point or a hundred or more points on a single thermographic image. 
  • It is real time. It allows fast scanning and recording of stationary targets. Objects cannot escape their own radiation. Thermal patterns can be seen. This helps significantly reduce the time and money spent on a technician or mechanic that would have to spend hours to disassemble and troubleshoot a component or go through miles of wiring on a boat or yacht to find the problem. The thermographic image can find the temperature anomaly quickly. 
  • Enhances the marine survey report. If desired, thermal imaging can be included in the survey report on components such as engines, transmissions, electrical equipment, electronic devices, tanks, and hulls to look for heat anomalies that can determine if malfunctioning components, leaks, previous fiberglass repairs or delamination exist within the vessel.

A & L MARINE SURVEYORS, LLC. Only uses Flir® brand high-definition professional grade infrared thermal cameras for our marine surveys, engine surveys, and inspections. My cameras are calibrated yearly, infrared thermal imaging cameras with a minimum of 320 x 240 pixels with an image frequency of 60Hz. They can detect a minimum of 43,200 individual temperature shots per digital or video image. The minimal thermal range of the cameras I use are between -4 degrees Fahrenheit – 1,202 degrees Fahrenheit (-20 degrees Celsius – 650 degrees Celsius) which means we can see thermal anomalies in cold temperatures (such as freon hoses in marine air conditioning systems and refrigeration systems) and in extremely hot temperatures (such as overheating turbochargers and overheating exhaust manifolds in engines).

Each infrared thermal image I take is properly tuned based on the environmental conditions at the time of each shot of the inspection and will give the exact distance in feet or meters to create a more accurate scan for the inspection, this upgrading with this special software it helps to reveal thermal anomalies accurately. Having been trained by Flir® and the United States Government, I am a Level Three Certified Thermographer, certified to teach thermal imaging, I know how to properly take, tune, and interpret infrared thermal images to determine if there are abnormalities in the thermal images or video taken of hull composites, engines, electrical systems, or marine components. I further understand how these systems work and what normal running temperatures are in many different engines and systems on board vessels from years of professional training in addition to my master’s degree in mechanical engineering and over 53 years of experience as a surveyor, thermographer and running boats and rebuilding engines. As you can see, there is a difference in the work I offer versus the untrained surveyors who are out there imaging with small cellphones, and or cameras meant to detect a clogged drain.

DOD reveals strengths, problems in special needs family member program

Less than half of service members with a special needs family member reported that they were satisfied with the military program that is supposed to be supporting them, according to a new Defense Department analysis.

A third of those surveyed indicated they were dissatisfied with the Exceptional Family Member Program, or EFMP.

At the same time, Navy and Marine Corps members reported more positive EFMP experiences than their Army brethren, according to the Pentagon.

EFMP is a mandatory enrollment program for service members who have a family member with any physical, emotional, developmental or intellectual disorder that requires special treatment, therapy, education, training or counseling. The EFMP works with both military and civilian agencies to provide a variety of support in housing, health care, educational or other personnel services.

This first-ever survey of service members enrolled in the program took place between November 2022 and March 2023, before the Pentagon made changes to beef up and standardize the program across the services, and before the Army made changes to improve their version of the program.

DoD aims for more consistent support for special needs families

The policy aims to standardize the services provided to special needs families, but one advocate says it doesn't go far enough..

For years, military families with special needs have detailed their problems with the availability and quality of medical care and special education . Following a February 2020 congressional hearing , lawmakers mandated EFMP standardization and improvements in the fiscal 2021 National Defense Authorization Act.

But while DOD officials tout aspects of the survey results as indicative that the program is helping those who need it, some program families have questioned the validity of the survey results.

The survey analysis points to program areas that need improvement, as well as successes, according to Tomeshia Barnes, associate director of the Office of Special Needs in DOD’s Office of Military Family Readiness Policy.

One big area to tackle is the support families get when moving from one installation to another, and connecting them to critical services at the new location, Barnes told Military Times.

“Enhancing and improving the program is a priority for the department,” Barnes said, adding that “the voice of the families really matters” and the survey is one tool that helps DOD get data from families “and hear their voice and their lived experience with each component of the program.”

Defense officials sent surveys to all of the 100,000 service members enrolled in EFMP, and 13%, or 12,620, responded across the force.

The results appear to debunk a common misconception that enrolling in the EFMP would have a negative impact on the service member’s career, Barnes said, and it indicates that the majority of responding service members are satisfied with the support they’re getting at the local level from EFMP staff.

Families questioning the results

Some military families and others have questioned the results of this survey for a variety of reasons, including concerns about the way it was conducted — surveying service members, but not the spouses who generally shoulder most of the responsibility of coordinating services for the special needs family member.

“Who’s more knowledgeable, the service member of the spouse? We know it’s the spouse,” said Michelle Norman, executive director of Partners in Promise, a nonprofit advocacy organization whose mission is to protect the rights of military children in special education and disability communities. “It would have been smarter to send it to spouses of service members.”

“I feel they’ve missed a big opportunity to collect key data to improve the EFMP program,” she said.

Norman added that assessing the full report is difficult, as the publicly released 66-page analysis didn’t provide full data on the 79 questions asked of service members.

EFMP families experience the stresses of military life at a much higher level, Norman said.

“We were hopeful this would spotlight how all these quality of life issues impact our lives,” she said. “The goal for EFMP enrollment is to be a value add, not a burden. I don’t think we’re there yet. This survey kind of proves that point.”

About 46% of the service members who responded have a spouse enrolled in EFMP, but those spouses weren’t surveyed about their satisfaction with the program and its services. About 70% of respondents said their child is enrolled in EFMP.

There is an overlap, with some service members having both a child and spouse in EFMP, but defense officials haven’t delved into how many families have multiple dependents in EFMP.

That’s one of the things officials are looking at, Barnes said, as they progress in their oversight and data collection – assessing those with multiple dependents with an educational or medical need, “knowing that there could be heightened stress with that as well.”

Norman noted that there is satisfaction in some areas, such as in respite care, where 74% of those who used it were satisfied. However, only 8% of the service members who responded had used respite care services from their military family support program within the previous two years. Meanwhile, 35% of the service members responded that they were aware of the program, but didn’t use it.

Norman said when the survey was first launched, her organization heard that military families weren’t confident about the survey design and the way the questions were being asked.

“This is not surprising since DOD didn’t engage with family stakeholders back then to ask for their inputs,” she said. “We see that trend changing for the better.”

The vast majority of service members who responded — 83% — said their family members’ needs were met at least to some extent in the previous 12 months.

But there’s work to be done to provide better support when families are making the permanent change of station move from one installation to the next, DOD’s Barnes said. More than half of the service members who responded said the EFMP support hadn’t made their PCS move any smoother at all, a key element of the program.

Moves can be stressful enough for military families, but they can be more so for special needs families who are trying to make sure they’ll have the needed services and programs at their new location.

Among other things, EFMP staff can work to improve the “warm handoff” to the EFMP staff at the new location, to help families make a smoother transition, Barnes said. That requirement is part of the 2023 DOD instructions.

Of the service members who PCS’d since being enrolled in EFMP, 54% indicated the staff at their military treatment facility, or MTF, hadn’t helped them at all with coordinating medical services at their new location.

A higher percentage of soldiers — 63% —said their MTF staff hadn’t helped them at all. While military medical isn’t under the purview of EFMP, those officials do work with and coordinate with them and other military and civilian agencies.

These special needs are considered when deciding a service member’s next duty station, to ensure the family’s needs can be met there. The goal is to keep families together, and according to the survey results, more than three-fourths of service members said they had never made a PCS move without their family because of EFMP needs; 20% said they had done so one or two times.

Career perceptions

There has long been a perception among some service members that being enrolled in EFMP will have a negative impact on their career.

Officials were struck by survey results showing a larger percentage of respondents said EFMP has neither a negative nor a positive impact on their career, Barnes said.

There has been a perception that the program would restrict troops’ ability to move to certain duty stations, limiting career progression.

But this branch of service could be a role model for the others..

“EFMP enrollment … is not something that will absolutely have a negative impact on the career, and that is something that we think is very important,” she said.

Of those who responded, 47% said EFMP enrollment had neither a positive nor negative impact on their job/career options in the military; 22% said it had a positive effect, and 31%, a negative effect.

And 59% said the enrollment had neither a positive nor negative impact on their military career so far, with 20% saying the effect was positive, and another 20%, negative.

Soldiers’ experiences less positive

The survey was conducted before the Defense Department issued new rules in 2023 to provide more consistency to the program, which is administered by each of the services.

And the survey results brought into focus the need for that standardization, showing the differences in satisfaction between the service branches. The analysis showed soldiers’ experiences with EFMP were less positive than the other services.

For example:

- Of soldiers who had to relocate because of a PCS move since being enrolled in EFMP, 60% said EFMP support hadn’t made their move smoother at all; compared to 51% of participants overall.

- While 83% of service members said their family member’s needs had been met to some extent in the previous 12 months, 17% said their needs weren’t met at all. For soldiers, 21% stated their needs hadn’t been met at all.

- A quarter of service members overall said EFMP enrollment will have a positive impact on their decision to stay on active duty; 26% reported a negative impact, and 49% said it won’t have an impact. A higher percentage of sailors (35%) and Marines (32%) reported a positive impact, while more soldiers (29%) and airmen (30%) reported a negative impact.

- Thirty-seven percent said that based on the EFMP services they received, their families favor staying on active duty, while 25% favor leaving. A higher percentage of sailors (44%) and Marines (42%) favor staying. A higher percentage of soldiers, 28%, favor leaving.

- While half of service members responded that their leadership had always or often provided support to help with EFMP needs in the previous 12 months, 26% percent said they never had gotten support. For soldiers, the percentage of those who never had gotten support was highest, at 35%.

Earlier this year, the Army announced they are creating a central office to oversee implementation of the EFMP, coordinating health care services, PCS order processing and family support services, as well as special education services.

In 2022, the Army launched a new digital platform called the Enterprise Exceptional Family Member Program system, to automate the enrollment process and make it easier for families to access support services and resources, according to Army spokeswoman Heather J. Hagan.

Soldiers can enroll in the program when a family member with physical, emotional, developmental or intellectual disorder requiring extra services..

The Army has also expanded their program of EFMP family support system navigators on their installations, providing military and community resources, EFMP respite care services and other support.

In putting together the new DOD rules for standardization, DOD’s Barnes said, officials looked at best practices that were being used to support military families. Going forward, officials have mechanisms in place to get feedback “so we can actually compare the results and see how we’re progressing,” she said.

While they intend to do the surveys on a regular basis, the timeline isn’t available, she said.

Meanwhile, officials are collecting data on the program, as a result of the new DOD rules, and will receive their first data report on the performance in the fall, to help them identify whether the standardization efforts are being met, Barnes said.

All That Remains: Severe Decline in Wild Elkhorn Coral Genetic Diversity on Florida’s Reefs

NOAA Fisheries published results of the 2023 marine heatwave’s impacts on elkhorn coral genetic diversity in Florida. Our report states that only 23 percent of known genotypes remain in the wild.

In summer 2023, the Florida Reef Tract experienced the most intense heat event on record, causing widespread coral bleaching and mortality of elkhorn corals. NOAA Fisheries scientists assessed and mapped how the number and distribution of genetically distinct colonies in the population were impacted by this event. 

At least 160 elkhorn coral genotypes—unique combinations of genetic makeup—were documented alive at their native reefs in this region before the heatwave. As of fall 2023, only 37 remained after the heat event—a loss of 77 percent of genotypic diversity. These were restricted to 16 reefs in the upper Florida Keys, and Miami-Dade and Broward Counties.

As of June 2023,   scientists weren’t aware of any native, wild elkhorn coral that survived the 2023 heat event south of Key Largo, despite diligent survey efforts by NOAA Fisheries and partners.

While these genotypes have been lost in the wild, more than 180 genotypes are represented among elkhorn corals at coral nurseries and genebanks.

By compiling data from many partners, NOAA Fisheries produced a report and a geographic database (which can be found on our  eklhorn coral science page )  that allows users to visualize where the colonies and genotypes are in relation to one another. These will provide information directly to coral restoration partners about which genotypes remain in the wild.

Why Genotypic Diversity Matters

Most elkhorn coral colonies are created by fragmenting from a larger colony, so multiple colonies can share the exact genetic makeup or “genotype.” Genotypic diversity is important for ensuring coral populations can continue reproducing naturally to sustain their population. In other words, even if there appears to be a healthy coral colony in an area, those corals could all be genetically identical. This means that they’re all equally vulnerable to stressors like heat or disease. This low genotypic diversity limits the population from being able to adapt to changes in their environment.

Elkhorn colonies on the Florida Reef Tract are now so few and spread out that natural sexual reproduction is unlikely to occur. Scientists and restoration managers are working diligently to find ways to assist reproduction to ensure the population can sustain itself into the future. Producing new genotypes through assisted reproduction of unrelated members of the original, naturally occurring population could result in offspring that may be able to better survive future bleaching events. This will require the use of wild and nursery genotypes. This can help coral restoration partners determine which genotypes are missing from nurseries and genebanks being used in coral restoration efforts.

The Importance of Coral and Coral Reefs

Healthy habitats—such as coral reefs—provide important areas for fish and threatened and endangered species to live. Coral reefs are extremely valuable—in fact, in southeast Florida alone, they are valued at more than $8.5 billion. Florida’s coral reefs provide many benefits:

  • Provide powerful shoreline protection
  • Provide habitat for diverse marine life
  • Support approximately $483 million in annual net benefit to the U.S. economy from tourism and recreation activities
  • Support more than $200 million annually for fisheries industries alone

Many factors threaten these important resources, with climate change being the greatest global threat to corals. As ocean temperatures rise, mass coral bleaching and mortality events like what we observed in 2023 are becoming more frequent. 

NOAA Fisheries is responsible for recovering protected marine species in danger of extinction under the Endangered Species Act, including the threatened elkhorn coral. Scientific data, such as that provided in this product, helps support NOAA Fisheries in fulfilling this mission.

Every Observation Counts

While there are numerous outplanted corals throughout the Florida Keys from restoration efforts, divers are encouraged to report elkhorn colonies to [email protected] in case their colony or genotype is undocumented. 

“We want people to know that there are many elkhorn coral outplants out there on the reefs as a result of restoration efforts,” added Moore. “But we still welcome divers to report any sightings in case it’s something new. Every observation counts for this threatened species.”

History of Novosibirsk Oblast

Over thousands of years, the territory of the Novosibirsk region, due to its location on the border of natural zones and cultural regions (the Siberian taiga and the Eurasian steppe), played the role of a buffer zone or border zone of different peoples.

In the 13th-15th centuries, this land was the eastern outskirts of the Golden Horde. Later, until the end of the 16th century, it was part of the Siberian Khanate. In the 18th century, the territory of the present Novosibirsk region became part of the Russian Empire.

Despite the relatively favorable climate, the Russians began to settle here relatively late. The Barabin Tatars were the indigenous people. Today, their total population is about 10,000 people living mainly in the western parts of the region.

The Barabin Tatars were subjected to constant attacks of the Kalmyks (the Oyrates and Teleuts). Russian villages were also under the threat. That’s why people preferred to settle in the north, near Tomsk. Only at the end of the 17th century, Novosibirsk province became attractive to settlers.

More Historical Facts…

The first settlement was founded by the boyar son Alexey Kruglik in 1695. Later, this settlement became the village of Kruglikovo. Today, it is located in Bolotninsky district. In the early 18th century, Berdsky stockaded town was built. Over time, the threat from the nomads decreased and the number of settlers increased.

In 1722, the Siberian line of fortresses along the Irtysh River was constructed. The locals were mainly engaged in soil tilling, fishing and hunting. In the early 19th century, the famous Ural manufacturer Akinfiy Demidov constructed two copper melting plants here - Kolyvansky and Barnaulsky.

In 1893, due to the construction of the Trans-Siberian Railway and the railway bridge across the Ob River, Alexandrovsky settlement was built (from 1895 - Novonikolayevsky). Thanks to its convenient geographical location (the Trans-Siberian Railway crossing the Ob River, transportation ways connecting Siberia with the European part of the Russian Empire), its trade importance grew rapidly. In 1909, Novonikolayevsk became a town. In 1925, it was renamed in Novosibirsk.

Before 1921, the territory of Novosibirsk oblast was part of Tomsk gubernia, from 1921 to 1925 - of Novonikolayevsk gubernia, from 1925 to 1930 - of Siberian krai, from 1930 to 1937 - of West Siberian krai. September 28, 1937, West Siberian krai was divided into Novosibirsk oblast and Altay krai. This date is considered the official date of the region formation.

Novosibirsk Oblast - Features

Novosibirsk Oblast is located in the south east of the East-Siberian Plain, in the steppe, forest-steppe and taiga zones, between the Ob and the Irtysh rivers. The length of the region from west to east - 642 km, from north to south - 444 km.

The southern part of Vasyugan swamp, the largest swamp in the world, occupies the territory in the north and north-west of the province. In the southwest, it borders with Pavlodar oblast of Kazakhstan.

There are about 3,000 lakes on the territory of the Novosibirsk region. The largest lakes are Chany, Ubinskoye, Sartlan. Novosibirsk Reservoir also known as “the Ob Sea” (1,082 sq. km.) was created for Novosibirsk Hydroelectric Power Plant.

The climate is continental. The average temperature in January ranges from minus 16 degrees Celsius in the south and minus 20 degrees Celsius in the north. The average temperature in July - plus 18-20 degrees Celsius.

The largest cities and towns are Novosibirsk (1,621,000), Berdsk (103,500), Iskitim (54,700), Kuybishev (43,000). Novosibirsk is one the largest industrial, transport, scientific, and cultural center of Russia, the third most populous city in the country after Moscow and St. Petersburg. It is also the capital of the Siberian Federal District.

In the historical part of Novosibirsk you can find a lot of preserved monuments of the Russian Empire times. The Soviet era is presented by numerous scientific and cultural attractions, as well as beautiful parks.

There are more than 500 deposits of various mineral resources in Novosibirsk Oblast (coal, refractory clay, peat, anthracite). Natural gas and oil fields are located in the north-western part of the region. There are significant reserves of underground thermal and mineral waters. Forests cover about 4 million hectares, more than 20% of the territory.

Novosibirsk Oblast is one of the most industrially developed regions in Siberia (metal processing and machine building, food, power engineering, non-ferrous metallurgy industries). Heavy industries are concentrated in Novosibirsk, Iskitim and Berdsk.

The regional agriculture specializes in the cultivation of grain, potatoes and vegetables. Dairy cattle breeding, poultry farming and beekeeping are developed. The production of flax plays an important role too. Agricultural development of the territory is not high (about 48%). In general, it has about 25% of all agricultural land in Western Siberia.
