How to Get a Boating License in 5 Simple Steps

If you're interested in operating a boat, you'll need to start out by securing a boat license. Each state determines the requirements for operating a powerboat, sailboat , or personal watercraft (PWC) on the waters in its jurisdiction. Most require some boating safety and education certificate, which may be called a boating license. 

In most cases, the boat license course can be completed online and is followed by a boat license test that is also completed online. The boating safety certificate courses are less comprehensive than those for an automobile driver's license; for example, no on-water driver's education is usually required.

Follow these simple steps to get your boating license :

  • Research the boater education requirements for your state
  • Complete an online or in-person boating safety course
  • Successfully pass the boating license test 
  • Submit payment after course completion
  • Keep your boat license or completion certificate when you're on the water.

What Are the Laws and Boat Licenses by State?

If you buy a new boat and are a first-time boat owner, your marine dealer can give you information on how to get a boating license in your state. A good resource for state-by-state information is the National Association of Boating Law Administrators (NASBLA) which has a webpage with the basic training requirements for each state. Each state has its boating education requirements available on a website, usually in areas related to natural resources or transportation.

By visiting resources like  Boat-Ed.com  and  BoaterExam.com , you'll find links to the approved online boating courses available for each state and the boating education requirements for each state.

Only some states offer an online course. For example, Connecticut only offers in-person training hosted at sites across the state, and the classes are at least eight hours long and range between two and four sessions.

How to Take a Boating License Course

A third party administers the online boating education or license course for most states, and there may be a fee of $29 to $50, usually paid after you've completed the course. The state may also charge an administrative fee. The  BoatUS Foundation  offers free boating license courses for 35 states.

The online course is designed to take about three hours to complete and is set up in sections or chapters. You don't have to complete the entire course in one sitting; you can complete a chapter or two, log off, and then return later to the point you left. The course is structured to prevent you from simply clicking through the study sections to get to the exam. After each section, a review exam must be completed and passed before you can move on to the next section. 

These courses aren't designed to make passing difficult; the point is to raise awareness by presenting information on every aspect of boating. The course will cover boating basics and terminology, navigation rules, state boating regulations, handling boating emergencies, and how to enjoy watersports safely.

After you complete the course, you'll be ready to take the exam. If you pass the exam, you can print your boating license and be prepared to hit the water.

What Are the Boating Education Requirements?

Boating education requirements vary widely by state. In Wisconsin, for example, you are required to carry a Wisconsin Boating Safety Education Certificate if you are at least 16 years old, born on or after Jan. 1, 1989, and will be operating a motorboat or PWC in Wisconsin. 

The rules are very different in Oklahoma; a boating education certificate is only required if you are 12 to 15 years old and will be operating a boat or PWC over ten hp or a sailboat 16 feet or longer. Each state also regulates the boating license age for those under the age of 16 to 18. Some states recognize the boating license issued by another state. 

Still, it is always the boat owner's responsibility to know the boating license requirements for the state where they operate their boat.

US Powerboating Basic Powerboat & Cruising Certification

Us powerboating inshore power cruising certification and night operation endorsement.

With coaching from a powerboat expert you will move through the skills required for certification and build confidence operating a 29-40′ twinscrew powerboat in light to moderate conditions.

The course includes both hands-on instruction and theory to expand your seamanship knowledge and practical boat handling skills. Course topics include boat systems, engine and helm controls, docking and close quarter maneuvering, boat control in open water, anchoring, emergency procedures, VHF radio operation, charts and aids to navigation. This course is approved by NASBLA and US Powerboating. Students who successfully pass the written test and successfully complete the knowledge and skill requirements (see Certification Standards book) will receive a US Powerboating Basic Powerboat Operation and Cruising Certification and be eligible to apply for the California Boater Card. Course materials along with pre-course homework will be mailed to students ahead of time to allow you ample time to prepare for your class.

Learn passage making, piloting and night operation”

This course is for experienced powerboaters seeking an overnight cruising and live aboard experience, and an Inshore Powerboat Cruising Certification.

The course will focus on the skills, knowledge and equipment needed to safely operate a cruising powerboat on a multiday, near coastal passage by day and night in unfamiliar waters.  Course topics include boat preparation, boat handling, close quarter maneuvers, navigation, provisioning, cruise planning and float plans, docking, anchoring, windlass use, picking up a mooring and crew overboard.

Your class begins with an introduction to vessel systems and equipment aboard prior to a short evening shake-down cruise.  Over the next two days you will gain valuable experience in planning voyages, explore various anchoring, mooring and docking techniques, and dealing with situations arising underway.  The course will revolve around destinations on either side of the San Pedro Channel such as LA/Long Beach Harbor, Dana Point, Newport Beach, Santa Catalina Island and Huntington Harbor.

A passing grade on both the written and practical test is required for certification.  Tests will be administered underway.  Course materials and pre-course homework will be available ahead of time to allow you ample time to prepare for your class.

Your course fee includes fuel, most study materials and certification.  A basic provisioning budget will be provided.  Navigation tools and charts, transportation, hotel and meals ashore are not included.

How To Get Your ICC Certification (in 8 Countries)

Understanding how to get the International Certificate of Competence can be complex. Different countries issue them differently. In this article, I'll list the exact process for 8 different countries.

How to get your ICC certification? In most countries you can simply apply for an ICC if you have the correct national boating licenses. However, some countries, like the US, can't issue the ICC. Luckily, there are alternatives available, like the SLC or IPC.

For each country, the process is somewhat different, and the licenses required are named differently. So I've compiled a list with all the different national licenses you can use to get yourself an ICC or an alternative international license.

The ICC is the International Certificate of Competence for Operator of Pleasure Craft . You'll want to get this if you're planning on sailing international or coastal waters or chartering boats in Europe, for example.

The ICC is an internationally accepted sailing license. Most countries accept the ICC. There are some exceptions, but in practice, even in these countries, most charter companies will accept the ICC as sufficient proof of sailing experience.

In most countries, you can get an ICC by getting the right national boating licenses. After that, you can simply apply for an ICC with the right authorities. OR you automatically get the ICC, if it's integrated with the national license.

For example, in The Netherlands, you simply obtain Boat License I + II. The ICC is integrated with the national licenses.

The Required Licenses for 8 Different Countries

Here's a comprehensive table of the different ways to get an international sailing license in different countries:

I'll discuss each country in detail below.

The U.S. hasn't signed UN Resolution 40 (UNR40), which means they can't issue ICC's.

This makes it difficult for U.S. citizens to get an ICC. In theory, you could get an RYA Day Skipper course and apply for an ICC with the RYA. They have certified U.S. partners. However, it's only in three locations, so not always a practical option.

Luckily, there are some other options.

International Proficiency Certificate (IPC)

Your first alternative is to get an International Proficiency Certificate (IPC) instead.

The IPC is issued by ASA (American Sailing Association). You can apply for one here .

To apply for one, you must be a certified ASA sailor with at least ASA 101, ASA 103 and ASA 104 certifications.

Sailing License and Credentials (SLC)

NauticEd's International Sailing License and Credentials (SLC) is another good option. The SLC is a valid international sailing license. It's probably the easiest and least expensive option for US residents.

It's a great alternative if you already have a lot of practical experience. You do need to do a one-day practical assessment (takes about 6 hours), and have a national (state) boating license.

The cool thing about this license is most of your training is online. You simply take NauticEd's Bareboat Charter Master Course . This bundle of courses will take about 40 hours in total, and goes over all the nitty-gritty of sailing theory. So you'll be sure to be up to date.

And it's pretty affordable too, at $175.

Get Your State Boating License First

Regardless of the course you end up taking, you should probably first get your state boaters license. This is cheap and easy: in most states, you can learn and take the exam online. In the United Kingdom, the RYA issues the ICC. You can apply for the ICC if you have an RYA Day Skipper certification .

If you don't, you could also take a special ICC Assessment at an ICC test center.

You can apply for an ICC here (opens in new tab).

Canada can issue ICC's. If you want to be able to apply for one, you'll need to have finished the RYA Day Skipper Theory & Practical course.

If you already have sufficient practical skill and theoretical knowledge (similar to RYA or higher), you could also take a one-day ICC assessment. These typically take about 6 hours and cost about $600.

This is the cheapest way IF you already have the experience that's required.

Australia can't issue ICC licenses, but they are partners with RYA. This means Australians can obtain the ICC by successfully completing the RYA Day Skipper Practical & Theory course. After that, you may apply for an ICC through the RYA.

If you already have sufficient practical skill and theoretical knowledge (level RYA Day Skipper or higher), you could also take a one-day ICC assessment. These typically take about 6 hours and cost about $600.

France issues their own ICC licenses. To apply for an ICC there, you first need the national boating license.

LE PERMIS PLAISANCE - extension Grande plaisance fluviale

This extension translates to Pleasure Craft Great Rivers. It will get you the ICC Coastal waters permit.

Ireland issues their own ICC licenses. You'll have to complete a special training course for Boating Abroad at the Irish Sailing Assocation.

Switzerland issues their own ICC licenses. You will get the ICC card after obtaining the national boating license.

The national license you'll need is called:

Hochseeausweis (Swiss Certificate of Competence for Ocean Yachting)

It's issued by the Cruising Club der Schweiz (CCS) in Bern.

To get this permit, you'll need to prove 1000 miles of sailing experience and pass a theory exam. Please note, inland miles are excluded; you have to prove 1000 miles of sea experience.

Alternatives to getting an ICC are:

  • Sportbootfüherschein See (SBF Germany)

The Netherlands issues ICC. Here, the ICC is integrated with the two national boating licenses (I and II). In order to sail coastal waters, you'll need both. After obtaining both licenses, you automatically receive your ICC.

The official name of the licenses are:

Vaarbewijs I - or: Boat license I Vaarbewijs II - or: Boat license II

Based on the individual student's progress and capabilities after these initial sessions, we offer additional supplementary lessons at no extra cost. Our ultimate objective is to equip students with the necessary skills and confidence to handle a speedboat effectively and pass the exam with flying colors.
  • How much do the lessons cost? The group lessons cost €200 per person, and that includes both a theoretical lesson and a practical speedboat training. The private speedboat practical lessons cost €100 per hour and the theoretical lessons have an additional charge.
  • How much does the lesson cost on my private boat? The cost for a lesson on your private boat comes to €100 for the first hour of the lesson, and €50 per extra hour for one instructor.
  • Where do the lessons take place and at what time? The group theoretical lesson take place between 18:45-22:00 in a specially designed hall in Nicosia with a well-equipped space that has air conditioning, a video projector, proper lighting and all the necessary teaching aids. During the break we offer coffee and sweets. The practical sessions take place at Larnaca Marina usually on the weekends if the weather conditions allow it.

RYA Level 2 Powerboat Handling

RYA powerboat courses are primarily for those using small powered craft such as RIBs, dories and sportsboats that don't generally undertake long or offshore passages.

The types of commercial craft requiring this level certification are typically: charter fishing boats, small passenger launches, thrill ride operators, harbour patrol launches, construction site safety boats etc.

If you will be using larger boats with accommodation and the capacity to cruise or work further offshore you are likely to need a certificate within the motor cruising programme such as Day Skipper, Coastal Skipper or Yachtmaster Offshore.

If you need a Level 2 Powerboat Handling certificate in order to work on a commercial craft subject to the MCA's codes of practice, you will need to get it commercially endorsed . You can then work on commercial vessels up to 24m in length, operating in category 6 waters - that is up to 3 miles from a nominated departure point in fine weather and daylight hours.

If you want to boat abroad then usually you will need to have an International Certificate of Competence – ‘ICC’.

This is the most popular course that we teach. Suits those new to boating who want to develop the base skills but also those who have boated for a while but who want to ensure they are approaching their boating the right way. There is no requirement for Level 1 to do this course.

RYA Powerboat level 2

The RYA Powerboat level 2 is a two-day, entry level course that will give you the background knowledge and boat handling skills you need to safely drive a powerboat, including low speed techniques and driving at planing speed.

RYA powerboat courses are aimed at drivers of small powered craft such as sports boats and RIBs, that don’t generally undertake long or offshore passages.

Taught in English

All RYA courses are taught in English. We recommend a minimum level of B1 for 1-day and 2-day courses and a minimum level of B2 for longer courses, theory courses and specialised training, such as SRC (VHF) radio.

The course lasts two full days. Each day starts at 09.00 and finishes at 17.00 with a break for lunch (lunch is not included). The RYA Powerboat level 2 course is taught in small groups with a maximum of three students per group.

We offer courses year-round, with two sessions each week in the summer months and at least two sessions per month during the rest of the year. Is this course for me?

This course is suitable for beginners and for drivers with experience who are looking for formal training and certification. It focuses on low speed close quarters handling, man overboard recovery, an introduction to driving at planing speed, and collision regulations.

You can choose to complete the course either as part of an open group or you can rent a boat for the day and complete the course with family and friends. You can also choose to run this course on your own boat.

Open groups With an open group booking, you book a place on a course and we’ll admit up to a maximum of three students onto that same course. This is the most economical option if there are less than 3 participants; however, it’s also the least flexible option if your availability is limited. The price of a seat on an open course includes fuel and mooring fees away from our base. Price per person in an open group: 545€
Rental with tuition With this option, you rent a powerboat from us and we provide the instructor and teaching materials. This option gives you the maximum flexibility in terms of dates and the kind of boat we’ll use in training (subject to availability). As with any charter, you’re responsible for paying the fuel for the boat. Please contact us if you’d like a quotation for a rental and course pack.
Own boat tuition If you already own a powerboat, or if you have a friend who owns a boat, we’re more than happy to run your Powerboat level 1 course on your own boat. Please contact us if you’d like a quotation for a rental and course pack.

What’s included

Your RYA Powerboat Level 1 course with The Boat School includes:

What’s not included

Meals are not included. On the first day of the course, we’ll return to Denia for some tapas in a local restaurant or bar. On the second day, we’ll anchor (or tie up to a mooring buoy) and have lunch on the boat.

The course lasts 2 full days. Each day starts at 09.00 and finishes at 17.00.

The minimum age for this course is 12. Candidates under the age of 16 will be issued with a certificate endorsed “Not to be in charge of a powerboat unless under the supervision of a responsible adult”. We only run this course for under 16’s if the parent or guardian is taking the course at the same time.

Recognition in Spain

Unlike the United Kingdom, Spain requires that skippers hold a boat licence to operate boats flying a Spanish flag. The same rule applies if you buy a boat or rent a boat. Navigating the waters with an RYA qualification in Spain varies depending on several factors including the boat’s flag state, the pilot’s nationality, residence, and the boating location. Here’s a summary:

UK Citizens or Residents : Post-BREXIT, Spain recognizes RYA qualifications for UK citizens or residents. This makes it easier for them to rent boats or sail their own in Spanish waters. UK-flagged boats require no additional steps, but boats under the Spanish flag need registration for authorization; the process is automatic and simple.

Non-UK Citizens with Non-Spanish Flagged Boats : To navigate in Spanish waters, a valid boating license from the boat’s flag country or the skipper’s country of origin or residence is necessary. RYA qualifications are generally accepted if recognized in the skipper’s home country. Carrying proof of a qualification’s acceptance, such as a letter from an insurance broker, is advisable.

Non-UK Citizens with Spanish Flagged Boats : The General Directorate of Merchant Marine allows EEA citizens and those from specific countries to skipper Spanish-flagged recreational boats with a license from their home country. In practice, most boat clubs and charter companies accept RYA qualifications.

Overall, while RYA qualifications are highly regarded, their acceptability in Spain is nuanced and varies based on specific circumstances, especially concerning the boat’s flag state and the skipper’s nationality or residency.

 As a school recognised by the Spanish Maritime Authority, The Boat School can issue a Spanish Boat Licence to students who have successfully completed the RYA Powerboat Level 2 course. This option is not available for every course.

International recognition

On successful completion of an RYA Powerboat Level 2 Course, UK nationals and nationals of certain other countries (Recognition) automatically qualify for an ICC issued by the RYA (see the tab “ICC”).

The ICC is widely recognised as evidence of competence in most European countries.

On successful completion of the RYA Powerboat Level 2 Course, UK nationals and nationals of certain other countries automatically qualify for an ICC (International Certificate for Operators of Pleasure Craft) issued by the RYA.

The UK ICC is issued by the RYA issued in conformity with Resolution No. 40 of the United Nations Economic Commission for Europe (UNECE) Working Party on Inland Water Transport. The certificate is available to a person who fulfils the following eligibility criteria:

1) has reached the age of 16. 2) is physically and mentally fit to operate a pleasure craft. 3) holds the Powerboat Level 2 course completion certificate. 4) meets the nationality requirements.

Who can get an ICC from the RYA?

The following countries have NOT yet adopted Resolution 40 of the UNECE. If you are a national of one of these countries and you are resident in that country or another country on this list the RYA WILL issue you with an ICC.

Who can’t get an ICC from the RYA?

The following countries have adopted Resolution 40 of the UNECE. If you are a national of one of these countries and are resident in that country or another country on this list the RYA WILL NOT issue you with an ICC. If you are a national of one of the countries on this list, you should be able to obtain an ICC from your own Government provided you are able to meet their requirements.

Provides a practical introduction to boat handling and safety in powerboats. It covers boating techniques for launching and recovering a boat from a road trailer, everyday boat handling and the use of safety equipment. The course may be conducted in a variety of boat types, both planing and displacement, and the certificate issued will be endorsed to show the type of boat in which the training took place. A one day introduction to Powerboating with no previous experience required.

Course Information

This in-depth course covering boat handling, planing speed manoeuvres, man overboard recovery, and collision regulations, is the most popular course within the RYA Powerboat Scheme as it introduces people to powerboating.

Course Locations

Bristol harbour.

The course begins in Bristol’s historic floating harbour with slow-speed manoeuvring, this gives powerboat drivers the opportunity to drive into the centre of Bristol by boat and practice mooring at the many pontoons and landings around the harbour (it is also good for sightseeing locations such as the SS Great Britain and the M-shed).

If you choose to do your Bristol RYA Powerboat Level 2 course with the channel experience, we lock out of Cumberland Basin and Entrance Lock onto the River Avon and with a quick 4-mile run down the river to the Bristol Channel. The river gives drivers the chance to experience driving in flowing water and navigation as well as the practical application of the ‘Rules of the Road’. Once out in the channel, we work on navigation and planing speed manoeuvres between the mouth of the River Avon and Portishead. This is a navigable waterway with many docking cargo ships, tugs and yacht races to see which adds to the experience.

Portishead Marina

The course begins in the vibrant marina of Portishead with slow-speed manoeuvring, allowing powerboat drivers the opportunity to view the marina via boat and practice their mooring at the many pontoons and landings around the marina (it is also good for gaining further understanding of the different types of boats currently on the water).

For the coastal section of the RYA Powerboat Level 2, we lock out of Portishead Marina and straight onto the Bristol Channel. This provides a great experience as many boat users will not have gone through the process of traveling through a lock before. The short journey out to the channel gives drivers the chance to practice driving in flowing water as well as the practical application of the ‘Rules of the Road’ and navigation. Once out in the channel, we work on man-overboard and planing speed manoeuvres between Portishead Marina and the mouth of the River Avon. This is a navigable waterway with many docking cargo ships, tugs, and yacht races to see which adds to the experience.

Harbour Only

We also run RYA Powerboat Level 2 courses which only take place in the Bristol Harbour. The qualification received is still an RYA Powerboat Level 2, there is just a difference in that these courses do not include a trip down the river onto the channel.
